Measure 24-155 : 5-YEAR LOCAL OPTION TAX TO MAINTAIN AND IMPROVE BUS SERVICE
QUESTION: Shall Salem-Keizer Transit (Cherriots) levy a 5-year tax of 60-cents per $1,000 beginning 2006-07 to maintain and improve Cherriots service? This measure may cause property taxes to increase more than three percent.
SUMMARY: This measure may be passed only at an election with at least a 50 percent voter turnout. Salem-Keizer Transit District is seeking a 5-year local option tax. The additional revenue would be added to increases in riders fares, and to State and Federal funds, to balance total revenues with the expense of maintaining current service and providing certain improvements in public transit. The money will be used to maintain Cherriot bus service as this area grows, including commuter service for employees and students, lift-equipped vans for disabled citizens, and services to seniors and persons who are not able to drive. New services will
include:
Sunday bus service
Improved frequency of bus service during commuter hours on overcrowded bus routes
New bus shelters
Increased maintenance of bus stops and shelters
Funds to match federal grants for new buses and for transit centers in South Salem and Keizer
Sunday service would begin in January 2007, and the other additions would start in 2007-2008. It is estimated that the proposed rate would raise $6,485,000 in 2006-07, $6,680,000 in 2007-08, $6,880,000 in 2008-09, $7,087,000 in 2009-10, and $7,299,000 in 2010-11. Without passage of this measure, Cherriots would begin a process to reduce the existing level of transit services in Salem-Keizer starting in Fall 2006.
