Marion County Class Specification BulletinPage of <br />>>> <br />4.Provides guidance and information of human resource and risk management programs to <br />prospective new employees, and current/former county employees. <br />5.Prepares and maintains documents, forms, letters, records, logs and files; prepares sample forms <br />and letters; performs complex data entry, calculations, prepares spreadsheets and reports; <br />updates and retrieves information from the county's Human Resource Information System (HRIS) <br />and the Volunteer, Risk Management, and Workers' Compensation information systems. <br />6.Prepares and responds to survey or informational requests from other jurisdictions. Assists with <br />market study calculations and research as requested. <br />7.Interprets county personnel rules, policies and collective bargaining agreements for county <br />departments relating to the administration of Human Resources or Risk Management practices <br />and policies. <br />8.Communicates with vendor representatives to exchange information and resolve issues. <br />9.Participates in preparing and implementing communication strategies to announce program <br />changes, benefit plan changes, or form redesign. <br />10.Serves as a member of task force(s) or special committees; and provides staff support to <br />committees including preparing meeting minutes, as directed. <br />11.Assists in reviewing proposed and existing legislation, rules, and regulations in comparison with <br />Human Resources and Risk Management policies and procedures to ensure compliance; and <br />assists in updating and drafting department policies and procedures. <br />12.Maintains county human resource information system (HRIS). <br />13.Reviews all county personnel actions for accuracy while training county department personnel on <br />the proper completion of personnel actions ensuring compliance with collective bargaining <br />agreements and personnel rules. Prepares the design and administration of employment <br />examinations and recruitment schedules; prepares recruiting announcements; discusses job <br />openings and guides current workforce and applicants on application processes; reviews <br />applications for minimum qualifications; grades applications and/or examinations. <br />14.Maintains and updates workforce tracking reports; when assigned, assists in the development or <br />prepares the Quarterly and Annual Affirmative Action and EEOC reports. <br />15.Assists in the administration of the county's employee benefits programs, including health <br />insurance, COBRA, HSA, FSA, EAP, CERA, PERS, OPSRP, life insurance, long term disability, <br />wellness, deferred compensation, 401(k), and 457 plans. <br />16.In coordination with the Benefits Manager, plans, coordinates, and monitors major wellness events <br />and projects including flu immunization and employee health screening clinics. <br />17.Assists in the administration of the county's workers' compensation program, including working <br />with the third party administrator (TPA) to monitor claims; identifying and pursuing third party <br />recovery; coordinating and overseeing early return to work and light duty options for injured <br />workers; and attending annual training as appropriate to maintain workers' compensation claims <br />examiner certification. <br />18.Assists in the administration of the county's loss control program, including participating in safety <br />committee meetings, conducting ergonomic assessments and building inspections as assigned, <br />assisting in leased property site evaluations, participating in OR-OSHA inspections and other <br />facility inspections, and administering the DMV Flag Program. <br />19.Provides back up to technical and administrative staff as needed. <br />20.Performs a variety of duties related to special assignments and projects. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from high school, preferably supplemented by course work in human resource <br />management, risk management or business administration; AND <br />2.Five (5) years of progressively responsible experience in a Human Resource or Risk Management <br />office environment; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
