Required access ways <br />shall be totally unobstructed, including the parking of <br />motor vehicles." <br />The current access road and bridge are only wide enough <br />for a single lane of traffic. If there were any vehic- <br />ular traffic on either the roadway or the bridge, fire- <br />fighting and/or rescue equipment would be unable to <br />respond to emergencies on the subject property. <br />(b)"The unobstructed width of a fire apparatus access road <br />shall be not less that twenty (20) feet. " In addi- <br />tion, "fire apparatus access roads shall have an unob- <br />structed vertical clearance of not less than 13 feet 6 <br />inches." <br />There are trees and vegetation planted along the entire <br />length of the 16' access strip. In order to provide <br />the required 20' of unobstructed access road, the <br />applicant would need remove all trees and vegetation <br />(including that on the adjacent neighbor's property). <br />(c)"Fire apparatus access roads, bridges and culverts <br />shall be designed and maintained to support the imposed <br />loads of fire apparatus and shall sustain a gross vehi- <br />cle weight of 60,000 pounds and be provided with an <br />all-weather driving surface." <br />In a conversation with the applicant, it was indicated <br />that the bridge over Silver Creek was constructed 15 to <br />20 years ago. Although the applicant indicates that <br />the bridge is steel beam supported, it is unclear <br />whether or not it can support the gross vehicle weight <br />required by the Fire District. <br />(d)"Average road grade shall not exceed 10% and no road <br />grade shall exceed 15%." <br />There are some portions of the property that are ex- <br />tremely steep. Any development in these areas may <br />exceed the above standards and, as a result, will <br />severely limit the ability of emergency vehicles to <br />respond. <br />11.Based on the above discussion, it is clear that use of a <br />substandard access road restricts the ability of emergency <br />vehicles to gain access to the proposed development. Not <br />only does this situation create a safety problem for persons <br />on-site, but for residents in the vicinity as well. Any <br />time there is a gathering of people in a wooded area there <br /> <br />
