vided with adequate water supply and wastewater disposal <br />without exceeding the environmental and public service <br />capability of the area or compromising the rural character <br />of the area." <br />6.The applicant has not described how his proposal is consis- <br />tent with the intent and purpose of the AR zone. Further- <br />more, the written statement does not discuss how the pro- <br />posed conference center is compatible with surrounding uses. <br />7.Access is currently obtained via a 16' owned strip that <br />extends northward from the property to Highway 214. In his <br />written statement, the applicant intends to construct "an <br />additional access roadway bridge to the estate", either from <br />Highway 214 or from Victor Point Road. As an alternative, <br />he suggests use of only the existing access which includes a <br />bridge across Silver Creek (in place). <br />8.Each of the separate parcels which comprise the subject 19± <br />acres were created when the County did not regulate the <br />partitioning of land. At that time, there were no minimum <br />access width requirements. However, County regulations now <br />specify that access ways for single family dwellings must be <br />20' wide to allow adequate access for emergency vehicles. <br />Use of a substandard access for one residence is less than <br />desirable, but use of the same access for the amount of <br />traffic generated by a retreat or conference facility of the <br />magnitude being proposed by the applicant creates an even <br />more undesirable situation. <br />9.Due to the amount of traffic which may generated by the <br />applicant's proposal, ODOT has voiced concerns about the <br />transportation network's ability to provide safe access to <br />the subject and surrounding properties. As a result, that <br />agency will require "improvements to the driveway/highway <br />intersection which will be necessary to ensure that safe <br />ingress and egress is provided." It is doubtful that, with <br />16' feet of frontage on the State Highway, the applicant <br />will be able to accomplish all of the necessary improve- <br />ments. <br />10.While no comment has been received from the Silverton Fire <br />District, the Planning Division has obtained a copy of the <br />District's "Fire Access Road and Premise Identification <br />Standards". These guidelines specifically state: <br />(a)"All new construction requiring a building permit with <br />an exterior wall located over 150 feet from the curb- <br />line of a dedicated public street shall be provided <br /> <br />
