is a direct increase in the fire danger (i.e., cigarettes, <br />matches, sparks from vehicles, etc.) Due to problems of <br />getting fire equipment to the scene, a fire could very <br />quickly burn out of control, thereby, endangering homes and <br />properties in the vicinity. <br />12.The applicant has indicated a willingness to obtain an <br />alternate access, either from Highway 214 or Victor Point <br />Road. At this time, however, there is nothing definitive in <br />this regard. Without a specific location, Planning Division <br />staff is unable to determine potential impacts of an alter- <br />nate road access on neighboring properties. It should be <br />noted that, based on conversations with the Public Works <br />Department, steep slopes on the property may preclude any <br />access to Victor Point Road. <br />An alternate access to State Highway 214, other than at the <br />eastern-most part of the subject property, will cross land <br />situated in an UT-5 zone. As previously noted in #4 above, <br />conference and residential facilities are not listed as <br />either a permitted or a conditional use within the UT-5 <br />zone. <br />13.Based on the above discussion, the Planning Division recom- <br />mends denial of the applicant's conditional use request. <br /> <br />
