Lands to the northwest, west and northeast are <br />designated for rural residential development. <br />Properties to the south are devoted to timber <br />production and are zoned FT (FARM TIMBER). <br />4.The applicant is requesting permission to establish a con- <br />ference facility on the subject property. The proposal <br />includes construction of a lodge building (which includes a <br />major auditorium, 2 or 3 classrooms, 50 to 100 person dining <br />hall and 25 to 50 bedrooms for single, double or family <br />occupancy), an aviary, a greenhouse and walking <br />paths/trails. In addition, 4 to 6 bungalows will be inter- <br />spersed "within the wooded and hillside sections of the <br />estate, each with housing capacity for 8 to 16 persons and <br />toilets and simple kitchen facilities." <br />In his written statement, the applicant indicates that <br />anticipated services of the retreat will include: elder <br />hostel programs, religious retreats, aspiring artists, <br />aspiring musicians, aspiring writers, nature societies and <br />summer city youngsters. <br />COMMENTS: <br />1.The Oregon Department of Transportation (ODOT) has reviewed <br />the proposal and has the following comments: <br />". . . ODOT has concerns about this land use action's <br />impact on the transportation network's ability to pro- <br />vide safe access to area properties. <br />The proposed project will take access to State Highway <br />from an existing driveway. The expanded use of the <br />property will result in a change use of the approach <br />road (driveway) as that term is used in Oregon Admini- <br />strative Rules 734-50-025(11). The applicant, there- <br />fore, will be required to obtain a new or amended <br />approach road permit from ODOT. The permit will speci- <br />fy improvements to the driveway/highway intersection <br />which will be necessary to ensure that safe ingress and <br />egress is provided. Any improvements identified must <br />be designed and constructed to ODOT standards." <br />The Marion County Building Inspection Division has the <br />following requirements in this case: <br />"A Site Evaluation approval is required on all parcels <br />that are proposed for development. <br /> <br />
