The proposal shall be transmitted with a cover letter that conforms to the following: <br />• Signed by an officer authorized to contractually bind the firm. <br />• Confirms the receipt of the RFP and any and all addenda thereto. <br />• States that the proposal is firm for a 90-day period. <br />• Provides the name, tifle, address, fax number, and telephone number of the individual to whom <br />correspondence and other contacts should be directed during the selection process. <br />• Provides the name, tide, address and telephone number of the individual who will negodate with the <br />County and is authorized to contractually bind the firm. <br />Proposals should be prepared in an economic fashion, providing straightforward, concise responses to <br />sadsfy the RFP requirements. Therefore, proposals should be limited to no more than ten (10) pages, <br />excluding appendices. Emphasis should be on completeness and clarity of content. No printed brochures <br />or materials other than written responses to the specific requirements will be accepted. Each copy of the <br />proposal should be bound as a single volume. <br />Additional submittal considerations are as follows: <br />• Amendment <br />In the event that it becomes necessary to revise any part of the RFP, an amendment will be <br />provided to each offeror receiving copies of the request. Any additional information required to <br />clarify portions of this request will be issued in the form of an amendment. <br />Interpretation of RFP <br />The offeror must make careful examinadon of the requirements, specifications, and conditions <br />expressed in this RFP and become fully informed as to the quality and character of services <br />required. If any person planning to submit a proposal finds discrepancies in, or omissions from <br />the RFP, a written request for interpretation or conection thereof must be made. Changes to the <br />RFP will be made only by written amendment issued by the County No other changes or <br />modifications will be accepted. <br />• Modificadons of Proposals <br />No offerar will be allowed to modify or conect the content of submitted proposals at any time <br />`°- after the proposal deadline, except in direct response to a request from the County for <br />clarification or for an oral intexview; provided, that no modification or correc[ion shall result in <br />substantive amendment of a proposal. <br />• Rejection of Proposals <br />The County reserves the right to reject any or all proposals received as a result of this request and <br />to waive any informality, te~hnical defect or clerical error in any proposal as the interests of the <br />County may require. Non-acceptance of any proposal will not imply any criticism of the offeror <br />and shall be construed as simply that another proposal was deemed to be more advantageous to <br />the County for the particular service proposed. <br />SELECTION CRITERIA <br />The County will make its selection based on the following criteria, in the relative order of importance: <br />1. Oregon bond market experience: <br />2. Cost. <br />3. E~erience and qualifications of the personnel assigned to this engagement. <br />4. Experience and qualifications of the firm. <br />CONTRACT FORMULATION <br />The selected trustee will be asked to execute a Contract based upon the Work Statement and Proposal <br />Requirements. Changes resulting from discussions between the selected trustee (contractor) and the <br />County may be incorporated into the contract. <br />The term of the contract will be for a_ year period, with the possibility of additional _ year <br />extensions for ~ears upon mutual agreement of all parties.
