MARION COUNTY, OREGON <br />COURTHOUSE SQUARE PROJECT <br />Request for Proposals <br />from <br />Trustee Banks <br />Date Distributed: October , 1998 <br />Date Due: October , 1998 <br />INTRODUCTION <br />The purpose of this Request for Proposals (RFP) is to select qualified a organization to act as trustee and <br />paying agent for the Marion County Courthouse Square Project (the "ProjecY'). Courthouse Square, <br />incorporates approximately 141,362 rentable square foot ("rsf') office building, new bus transit center, <br />public areas and subsurface parking in downtown Salem adjacent to the Marion County Courthouse. The <br />project is a joint venture between Marion County (the" County") and Satem Area Transit ("Transit"). <br />These two agencies will be the primary building tenants. Transit will have paid for its participation in full <br />upon completion and acceptance of the Project, therefore it is not a party to this RFP nor the subsequent <br />contract between the County and the Trustee, <br />BACKGROUND <br />The Project will house County and Transit personnel and will seive as the administrative headquarters of <br />each agency. Approximately 15,302 rsf is being built to accommodate the Counry's long-term elcpansion <br />needs and therefore will be leased out until needed. <br />The County has retained Clancy, Gardiner & Pierce, LLC and R S. Clements & Associates, LLC both of <br />Portland, Oregon, as its financial advisors and the law firm of Stoel Rives LLP as bond counsel. <br />SCHEDULE <br />The County intends to proceed with the following proposed schedule in the selection of its trustee: <br />Issue RFP October 9, 1998 <br />Proposals Due October 23 , 1998 <br />Selection by We County and approval of the County Commissioners October 30 , 1998 <br />POINT OF CONTACT <br />Questions regarding this RFP and the Project shall be directed to Mr. Billy Wasson, Project Manager at <br />503-588-8417. Respondents are specifically requested not to contact other staff members or County <br />Commissioners. Failure to adhere to this provision may result in the disqualification of your firm. <br />SUBMITTAL INSTRUCTIONS <br />All proposals shall be delivered no later than 3:00 p.m., prevailing local time, October 30 , 1998. Faxed <br />proposals will not be accepted. No exceptions will be made to this deadline.
