In an effort to prepare staffto address SPOC issues, each item was addressed and assignments were <br />given. <br />~ Pro r mmin Pro Re 1 s items #1  <br />~ ~ ) <br />Randy Curtis will continue to provide this information but is uncomfortable that he has adequate <br />information in background records to answer question completely. He will bring a draft for next <br />meeting to see if we hit the mark on both process and results. <br />Lease studv (item #3) <br />Ken Roudybush and Hitesh Parekh aze working on this item and tryin to use private sactor industry <br />standard as an inflation factor to be consistent. It was recommended that a.n outside agency be hired <br />to do a lease study per county guidelines. Spence Powell & Associates, a Salem firm, had <br />completed a report for Bill Frey eazlier and Randy Curtis only had access to a draft copy when <br />completing his report. Randy Curtis will conta.ct Bill Frey again to obtain a copy of the official final <br />study and the billing for this study. <br />Budget Process (item #4) <br />This item should be in the proforma completed by Melvin Mark Companies. Detail of transit <br />numbers is missing, but transit can provide. <br />Proforma Analysis & Cash Flow Assum~tions (item #5) <br />This could entail a walk-through by Melvin Mark Companies on the detail of the proforma after <br />~ Melvin Mark Companies has signed a contractual agreement with the county. <br />Renovation Cost of Court House (item #6) <br />Consensus of staff was that renovation costs to convert the first and fifth floors of the courthouse <br />to courtrooms would be incurred whether Courthouse Square is built or not. Dismantling current <br />transit terminal is included in costs of streetscape in current proforma. Randy Curtis will take <br />numbers prepared 5 years ago on court renovations and make adjustments for current rates. This <br />will be a guestimate. <br />Since the Franklin Building use falls in this category as well as Agenda Item #7, it was discussed. <br />Randy Curtis reported that based on the Spence Powell & Associates study done, the Franklin <br />Building could generate rental income for the short term and provide expansion space long term. <br />It was decided that county take a stance on keeping the Franklin Building and put it in writing. <br />Does the City of Salem have a position (item 7) <br />John Whittington and R.G. Andersen-Wyckoff will put together backup documentation including <br />letter from city signed by Andersen-Wyckoff when he was mayor; letters from city on urban <br />renewal dollars; minutes from city council meetings when action took place; and a letter in file <br />where city staff reviewed all four sites and agreed on Senator location. <br />Does the Downtown Association have a position (item #8) <br />R.G. Andersen-Wyckoffwill check with Monica McLin of the Downtown Association for a letter. <br />~ Carol Fischer will also check past public hearings when Bob Speckman on the behalf of the <br />Downtown Association, testified before County Commissioners regarding this project. <br />Page 2 of 4 <br />
