to prepare for pump tests. Leonard brought up issue of limitations (100-200 gmp groundwater) on <br />storm sewer capacity for the city. These details need consideration before package gets put together <br />Concerns about the Chevron parcel and the concept of not doing anything with that comer were <br />discussed. County is negotiating with Chevron, and they have been asked to decommission their <br />equipment. It will become County's responsibility to do the remediation to an acceptable level for <br />DEQ. We are fighting a timeline. We aze also in negotiations with the attorney for'the Sta.tesman <br />Journal and their construction project and contaminated soils. Per DEQ requiremel~ts you clearly <br />can leave impacted soils in place if it doesn't leave your property. Statesman Journal site will be <br />a more significant impact on groundwater than the Chevron site. Exact construction date for <br />Statesman is not known. Our concern is Statesman digs first and moves their plum~e to our site. <br />We need to have a strategy worked out. Kathleen ~pressed there might be an advantage to leaving <br />Chevron's equipment in place until we aze ready to work on that site. 7une 16 was date for removal <br />of equipment per agreement with Chevron and County. When equipment has been shut down, there <br />was a definite impact on the site. We need to consider the spirit of situation, but if there is a <br />problem with the letter of the law, then that is the way to proceed. <br />What impact on demolition would we have to leave equipment in operation? Staton will not <br />be touching this corner in anyway. The Liu building will be closest to it, and it's the Sth building <br />scheduled to come down. Community Development (Ticor), Beri Building, Senator Building <br />starting in the Housing Authority area first and then the Liu Building will be the order of <br />demolition. Efforts are to recycle 90% of the building. Staton is not very proficient in providing <br />necessary start-up paperwork and planning phase, but performance skills aze very high. Once they <br />start process, work will go quickly. <br />Dan asked Kathleen for her recommendation for action on the Chevron site. As an <br />environmentalist, let's leave equipment in place as long as possible to help contain the problems. <br />Randy suggested Kathleen talk with Mike or Tom as there may be some legal strategies involved <br />to incorporate into negotiations with Chevron. <br />Excavation of the southeast corner is a critical issue in the design process. Approach would be to <br />excavate all contaminated soils, and use this area for parking. At any point County needs to move <br />forward with remediation, then deal with Chevron's reimbursement of costs. <br />Dan Pretrisuch asked what it will take to reach NFA with DEQ? This process will take several <br />months to get NFA. DEQ is okay with Chevron's existing system in place. There is a significant <br />amount of work to reach NFA. Further discussions ensued regarding background information on <br />the Chevron/County agreement and possibility of Courthouse Square taking ownership pf Chevron's <br />equipment. The groundwater flow in the southeast corner is currently not flowing towazds the <br />river, but appears to have created an eddy. There a.re also 22 wells in this area and hardpan was hit <br />at about 40 feet. The parking structure 2nd level is at 18-18.5 feet below ground. Groundwater is <br />also flowing into Senator building since electricity is off and the pumps are no longer working. <br />ACTION: The need to do pump test is very critical.
