Fire and Life Safety: Leonard has done most of the code review to date. The intention is to gp in with a <br />~ prep.. very shortly to include code note~ to date. Leonard will check with staff to see how th~s is <br />progressing. <br />Signage: T'his may be covered in the Street scape budget. Marion County can do a lot of theit own <br />signage with it's existing computer system. Interface does a lot of our contract work already.'~ A Building <br />sign will be needed and Randy & RG are currently working with a logo consultant on a combi#~ed logo for <br />Courthouse Square, incorporating Marion County and SAT. <br />It is possible that retailers may want their own signs, but it is important that such a nice buildi~g has <br />controlled signage. We need to develop standards around this concern. <br />FOUNDATION DE-WATERING/ENVIRONMENTAL CONCER1~iS: <br />Parking Garage Options (Attachment B): Randy is assuming that if we are able to go down ~ levels w <br />will go with 427 parking spaces and develop a de-watering plan to make it work. Having only' 278 spaces <br />creates major economic problems for the project. The attached option sheet was done mostly ko show the <br />de-watering options, not the number of stalls. Randy is not convinced that we will be as luck~ as the state <br />garage, since we have the environmental concerns. The question came up that if we pump th~ system we <br />would have liability for any contamination that we bring in from outside our boundaries. If vye didn't have <br />to worry about this issue we could build tanks with a pump system and would be covered for $ny 100 year <br />flood. If we have to worry about contamination, then we need to come with an engineering s~lution which <br />does not draw their plume to our site. Then the question arises, if we have to spend an extra $~600,000 to <br />avoid contamination from outside, does the Statesman Journal have some responsibility for at extra cost <br />since it would likely be their contamination we were bringing in. The question remains: do go with a <br />system that avoids any future liability and pay the price now? <br />~' We probably won't have any results from the testing next week. The drill rig was supposed to;have started <br />today, but had problems with breakdowns. They estimate it will take two days to drill the hol which will <br />be 8" diameter in order to pu11300 gallons per minute. We will be two additional3" obse~ation holes <br />with existing observation holes on the lower level. We can't use the Geotech holes since the~b have already <br />been filled. None of the existing holes were adequate. We have added the cost of the two extia observation <br />wells into the GRI proposal. David Hartwig has revised the contract and it is now in review. ', <br />Kathleen got a call from a Statesman Journal reporter this morning asking about environmen~al issues. <br />Any questions about environmental issues should be referred to our County Counsel. DEQ d Kathleen <br />met and walked the property. We will dig slit trenches down to 15 - 20 inches. We will gr~uate down to <br />get samplings at 5-10-15&20 feet to assess the Statesman Journal effect on the NE corner ofjthe property. <br />The DEQ Representative brought up the potential for having solvents from the Statesman Jo~rnal side. He <br />was concerned about the printing presses any solvents. We are trying to negotiate with the n~ewspaper on <br />speculation information. It is interesting that DEQ is speculating the same thing. DEQ was ~sking about <br />well #7 Statesman Journal property, ie. iYs history, why it was there and have they ever lool~ed at it for <br />solvents? DEQ said they will ask them for samples for solvents and will provide informatio~ back to <br />Kathleen. Once DEQ gets that data it becomes public information and Kathleen can have ac¢ess to it. <br />DEQ pointed out that the sewer line is 15' away and he doesn't know if it infiltrates or exfiltr~tes. He <br />suggested that we look at the sewer line There will be a meeting next week with Tom Linle~, our <br />Environmental Attorney, Randy Franke, Kathleen, and Randy to get a briefing on the envirdnmental issues <br />facing us. We will talk about strategies with our negotiations with Chevron and the Statesma~ Journal. The <br />purpose of the meeting is to put everyone on the same page.
