We will do the slit-trench studies on the Eastern portion after the old s~ab is pulled <br />up or in the near future before the slab is destroyed. Century West is working on a formal prdposal <br />because they need to work things out with Miller Nash. Kathleen talked to Staton and was told it would <br />take us a half- day to do the slit-trench work. They have their equipment ready whenever we'~te ready to do <br />it. Negotiations with Chevron need to be finished and we need to have concurrence with Mil~er Nash. <br />Chevron is wanting to be cooperative but is also aware that their property is being impacted b~ unknowns. <br />This conversation is going to take place with Miller Nash. early next week. ' <br />SCHEDULE - CRTTICAL PATH REVIEW (Attachment C): <br />This function will be taken on by Dave Hays. He will also add reviews of permits to make su#e we know <br />where we are. The City bundles permits together into one permit, but will allow us to phase t~e permits. <br />Ron will get together with Leonard to discuss this. Rick Williams will be the permit person. Salem's <br />permit structure is a lot simpler than most cities. Normally they have 2'h week turnaround, but will <br />probably not be able to do meet their objective on this project. We need to keep The City briefed on any <br />changes because it may impact their projects. <br />Permits: Dave will give Craig details on what has been done and what needs to be done so th~t Craig can <br />build the budget correctly. Craig also wants to be at the meeting with the city regarding perm~ts. T'he Civil <br />permits are partially received. The relocation of sanitary Chemeketa alley has been approved~ Even <br />though we received a permit from Leslie, it says we didn't need one since there was no fill pl~nned. Once <br />you start backfilling, you need a permit. The design development will continue to move along assuming <br />parking decision is made within next week or so. We may see schedule slippage of about a wjeek in the <br />package, but may go ahead and submit the preliminary package with revisions a week or so l~ater. This <br />wouldn't be a problem as long as we notify them by phone of proposed changes due to the re~ults of the <br />parking structure studies. The structural, electrical and mechanical plans are not detailed yet, ~, but it only <br />takes about 2 hours to add them in. We would be further on if the decision on the parking ga~'age had been <br />finalized earlier. We are set on mechanical equipment needs, with nothing extraordinarily he~vy. <br />Electrical will show 1" and 2" diameter tubes and won't impact the structural plans. Melvin Iylark needs to <br />take a look at the package for now and assess the impact on where different businesses are p12~ced. Byron <br />needs to attend the meetings that cover this type of information. <br />The Civil permit is scheduled to go early in July. We may have to adjust it for underground ~tilities. We <br />have had discussions with PGE regarding power from beginning so anticipate no problems. ~ur Electrical <br />consultant has been in touch with them all along and we don't anticipate any special energy r~quirements. <br />~ <br />There may be an opportunity to use urban renewal money to create a better draining system t~rough Salem. <br />Might be worth an putting together an alternate plan for presentation to the City as far as othQr advantages <br />to our plan. Even if we replace the storm sewer from Center to Chemeketa and out, we are liknited by the <br />line it goes into, which is only 15" at the corner of Church and Chemeketa. Urban renewal i~ allowed to <br />take the full increment off all improvements. They will have lots of money so this may be a Niable <br />opportunity. If we can show it truly does help downtown, then will be a good selling point. ~lnother <br />possibility is that the City may look at the drainage and say we have to use the bathtub anywAy because the <br />drain can't handle us. This may be an appropriate opportunity to get Urban Renewal funds. <br />Insulation of slab over Bus Mall: We may need to temper this slab so it's not cold in the wi}~ter.
