There is concern that this phase of the project is not in anyone's scope to remo~!e. Pence/Kelly <br />has assumed $'s for removing completely clean soil. There is a hole in the bu~get for cost and <br />~ removing remediation. When would we be in a position to get an assess~ent of what is <br />there or will we? Kathleen didn't really know, but its a guess between 7,OOQ - 10,000 cubic <br />yards. We should get a bid on that basis and get costs put in as a line item inta the budget, and <br />also the time allowed for this phase. The question as to whether to dig and ha~l off right away <br />by truck A or truck B or to dig and store and then haul away, needs to be dete~rmined by what <br />makes the best sense. What do you mean by remediate? Remediate means ~auling off-site. <br />In the past, if you needed to remediate, clean soil went to one site and cont~minated soil to <br />another. The possibility of digging early would be a good idea, especially if t~e site has some <br />contamination. ' <br />We need to have the GMP in place before excavation starts We know we have''to remediate no <br />matter what and we need to decide what is the best way to dispose of contamKnated soils. It <br />makes more sense to do during excavation or do a little of both in an overlap. ~'' We know there <br />are certain areas we will concentrate on and we can work with Pence/Kelly in sta~ing areas. The <br />slit-trenching will be done Tuesday and Wednesday of next week and should'~,help clarify the <br />legal issues with Statesman Journal and Chevron. County will ultimately neied to make this <br />decision. ' <br />Starting on remediation before mass excavation was a proposal that came up be$'ore with having <br />a mobile lab on site to do characterization right then. It does requires moving ''soil twice. The <br />problems lie in the unknown of contamination. Putting in a monitoring well ,bvill benefit us. <br />~,; There may be a possibility of leaving the impacted soils in place if it won't mig ate. With river <br />rock, rather than clay soil, it is questionable as to whether this option will work ~r us. Hot spot <br />removal will be expensive to handle. ' <br />We want to carry this phase in our time schedule and carry a dollar number in the budget. We <br />don't want to assume its clean, when we know it isn't. Remediation work nee~s to be done as <br />soon as Staton completes their contr~cted demolition work. Staton would bel, good to use for <br />the remediation phase as they have the equipment to handle this portion. ', <br />Budget-wise there was an amount in Randy's budget dealing with contamin~tes, but not in <br />Pence/Kelly's budget. Let's make sure they tie together and not double carry t~is item. Dave <br />and Kathleen will get together to calculate the budget line item and work with Staton to get time <br />schedule. We don't want to wait too long. ' <br />Kathleen had one other item regarding recycling. She had a request from H~rdy Lawson on <br />using recycled materials in finished structure. It was a referral from Marion Cou~ty solid waste. <br />This person was referred to Ron at MMDC. ' <br />BUDGET <br />Item 1- The streetscape budget will be updated by Dave next week. The streets¢ape budget will <br />change if we are not doing P2. The plaza will need a different treatment. We! need to include <br />costs attributed to streetscape and then let the city determine which ones they w~ll accept as part <br />~,, of the streetscape budget. Other elements need to be included: weather p~otection around <br />perimeter and have a contingency put in as a separate item. From discussion taised last week <br />Page 5 of 9 <br />
