Our problem of unauthorized access due to open fences is being handled with', the gates being <br />closed immediately after trucks leave. No other major hazards found in the bluildings so far. <br />~ PIC has not had to come back in since Community Development (CDC) buildi~g went down. <br />As we travel into the Senator, we expect to find asbestos. Kathleen will give u~date each week <br />on environmental and demolition issues. Leonard and Dave would each like a s~hedule of scope <br />of work that Staton is completing each week as well. <br />Leonard voiced concerns about the site condition after Staton is finished with demolition. Will <br />the foundation removal be Pence/Kelly's responsibility and will the sidev~alks be pulled <br />out? Kathleen responded that the '~asement walls and floors from about 3 fee~ below ground- <br />level will be left. Pence/Kelly will need to know what the starting point fori their work will <br />entail and that they have everything covered in their schedule and budget. The ~ntention was to <br />leave floors and basement walls in place to avoid the holes from filling w~th water. The <br />basement walls will be supported with rubble. The sidewalks will be gone, but qurbs will be left <br />in place to control run off. Staton will remove parking paved areas, flo~ring and some <br />basement areas, the first week in August. <br />When Staton is complete with their contracted work, what percentage of ~ite will still be <br />covered with hard surface? Kathleen responded about 35%. It was stated tha~ there would be <br />no impacts on Pence/Kelly if construction was delayed during the rainy season. We are <br />working with a sandy, rocky gravel base rather than clay soils. ' <br />~ If we need Staton to take out the basements, can they be scheduled to come ~ack in? They <br />are not scheduled to come back in once they are finished with their contracted vivork. They are <br />also excavators and can bale and haul out contaminated soils. There can be sor~e overlap. We <br />have two paths for the environmental work: do as overall site preparation and~'I overlap or deal <br />with each part separately. We may have option of leaving some impacted soils i$~ place and cap. <br />This will be a determining factor on whether we go Pl or P2 on the parking $tructure. Once <br />uncovered it may be localized. '' <br />This has been covered in discussions to mitigate problems with Statesman Journajl. We will slit- <br />trench down to 20 feet, taking samples all the way down and then backfi~l. With the <br />groundwater level at 16 feet, we will be able to take groundwater interface sar~ples too. We <br />will be monitoring well #11. We have asked Chevron if we can sample their w~ll. Our interest <br />is in coliform and if it is infiltrating from the sewer line. This is a better defer~sive posture for <br />county in negotiations. We can check to see if we have migratory problems. It ~puts county in a <br />better position to work with attorneys from Statesman Journal. DEQ has reyuested a testing <br />done of one well adjacent to well on Statesman Journal parcel (well #11 on ~orth side of SJ <br />parcel). Kathleen was asked if she could summarize what do we have to do env ronmentally for <br />MMDC. ' <br />Discussions were held about the impact value of starting excavation and ther~ having to stop <br />because of environmental concerns. Would it add more cost to the project ~o mobilize and <br />then have to stop? Bruce from DEQ has toured the site and will be present wh~n the slit-trench <br />~ phase will be completed. He has expressed his desire to provide whatever help~ he can to make <br />sure the process is on-going. County has concerns about discovery after the exc~vation starts. <br />Page 4 of 9 <br />
