pRELIMINARY SITE STUDIES : EVALUATION NOTES <br />SENATOR BLOCK <br />Several configurations are possible and indeed have <br />been studied several times by the Transit District. <br />Marion County owns most of the block, but <br />excepting some commercial retail office & <br />apartments along Court Street. The consultant's <br />diagram therefore attempts to avoid these private <br />buildings and businesses and limits transit center site <br />options to the county property. The County moved <br />the Building and Planning into the Ticor Building in <br />1994 and prefers to leave this in place. However, the <br />south half of this would be needed in order for the <br />transit center to fit on the block. The wood framed <br />Derby Building is unaffected by this proposal. At the <br />north-west parking lot, a new waiting room with <br />other retail shops is proposed, with possible transit <br />off'ices above. It is suggested that a parking deck be <br />considered, in order to replace the required county <br />parking. This would require an access ramp, which <br />could be constructed on the old Chevron site, and <br />developed by Transit as part of a retail corner <br />structure. The transit center and its parking deck <br />could be designed with a support column structure <br />that could permit future development, by the County, <br />or others, of multiple floors of office space in air <br />rights above the transit facility. <br />PRO: <br />No effect on private businesses (except Ticor tenants). <br />Ingress and Egress to High and Church is good. <br />CON: <br />Removes south half of County's Ticor Building, i.e. displaces <br />the Planning Division. <br />WASHINGTON MUTUAL BLOCK <br />The e~sting buildings are generally located along <br />Center and Chemeketa. The major structure is the <br />Washington Mutual Bank which is at the north-west <br />comer, with its drive through and its parking lot to <br />the south side of the building. Also on Center is an <br />apartment building and a gas station. On Chemeketa <br />is the Rawlins Building, which is for sale, and the <br />Inns of Court Building, which is now the Oregon <br />Board of Realtors. <br />The transit center could fit on a east-west ~is, by <br />acquiring and then removing the Rawlins Building. <br />However it removes the bank's pazking lot. Leaving <br />the bank property intact would require removing the <br />Inns of Court (Board of Realtors) Building. <br />PRO: <br />Good ingress & egress & traffic circuladon. <br />CON: <br />Major effect on bank and or other buildings and businesses. <br />2 FALCON Archltecture & Planning <br />
