DOWNTOWN TRANSIT CENTER ADVISORY COMMITTEE
SITE EVALUATION PROCESS
7/25/95
The work completed thus far by the Committee and its Technical Task Force has led to the
identification of fow square blocks, or partial blocks, as the sites of greatest potential for a
downtown transit center. The four sites identified are:
Greyhound Block -- located within the area defined by Church St., Center St., Cottage St., and
Marion St.
Movieland Block -- located in the northem portion of the block defined by High St., Marion St.,
Chwch St., and Union St.
Senator Block -- located within the area defined by High S~, Court 5t., Church St., and
Chemeketa St.
Washington Mutual Block -- located within the area defined by Church St., Chemeketa St.,
Cottage St., and Center St.
Attached are a detailed description of the criteria that are being used to review sites, maps of the
four blocks under review, and a form to use for evaluarion of each site.
Many Advisory Committee members may not feel comfortable using some of the evaluation
criteria. For example, someone may not know what the customer perception of a particular site
might be, or what kind of noise impact the proposed transit center may have at a particular
location. Some of the detail can get intimidating...if it helps you to just consider the major criteria
(in bold type on the criteria sheet) and not the more detailed definitions, that is a perfectly
acceptable approach.
And, please don't feel constrained to fill in a score where you do not feel that you have enough
information to do so. Blanks won't make your evaluation less useful to us. The real key is in
applying the criteria consistently...there are no "right or wrong" answers as long as scorers aze
consistent and fair.
The strength of this process is that many people, with a variety of backgrounds and perspectives
on the subject of a downtown transit center, will be filling out this evaluation sheet, so we should
end up with a reasonably well-balanced review of the sites.
Thank you for your help.
