DG°~af~~' <br />Recommendation: Accommodate a system of closed circuit television cameras that <br />are capable of visually accessing the majority of main activity centers and pedestrian <br />passage ways. Conduit will need to be located from all stairwells, the ramp, the <br />elevator vestibule and various locations within the garage. Accommodate a system of <br />personal attack/duress alarm stations placed at the elevator vestibule, stairwells and at <br />additional locations within the garage. Provide for an appropriate overhead door to <br />secure the garage after-hours and when certain conditions exist. When the door is in <br />the up position the specified gate arm control will be used. There should be electronic <br />access control, closed circuit television, a motion detector to 'detect' pedestrian <br />movement on the vehicle ramp and two-way communication at this enhy / exit location. <br />Consideration should be given to audio detectors within the garage to capture sounds <br />of duress. The garage concrete should be a light shade to help with visual access and <br />surveillance. Graphics and 'wayfinding' signage are critical for pedestrian safety. <br />Conclusion: <br />The Marion County, Oregon - Courthouse Square building is unique in that it <br />mixes hvo similar but separate functions. The building has already been designed <br />without benefit of a mmprehensive security assessment. Any changes to existing <br />design and specifications would incur additional expense. <br />No central reception function for the Marion County, Oregon - Courthouse Square <br />building limits the ability to control and isolate access. <br />Keys and locks are viewed as excellent but the need for clearly defined system <br />management is necessary. <br />A deternlination should be made that the use of the existing electronic access control <br />system at the new building will not create any vulnerabilities if the main control goes <br />'down'. The electronic access control system locations should be increased and capable <br />of further expansion. <br />The closed circuit television system needs to be designed and capable of being <br />monitored at the main lobby as well as other locations. Flexibility in capturing and <br />duplicating images is desirable. <br />An alarm system should be installed that is capable of both intrusion detection and <br />duress functions. <br />Lighting on the campus, in the garage and in the building is believed to be <br />appropriate. <br />Landscaping on the campus will not create unnecessary risks. <br />The parking function is of concern but with application of vehicle access controI, <br />closed circuit television, duress alarms and proper signage risks can be minimized. <br />The preceding recommendations are meant to mitigate vulnerabilities without <br />disrupting design or adding expense. <br />As the process continues additional recommendations will be made to minimize risk <br />to staff, visitors and activities at the Marion County, Oregon - Courthouse Square <br />building. <br />"l~raft" (YR/1:~/99 F~rhec 14c Atcciciatec.
