D[~af~`~ <br />Recommendation: Of immediate concern is the need to install enough conduit for <br />cameras sufficient to access all exterior campus areas; all parking garage vehicle travel <br />lanes, pedestrian lanes, parking spaces, access / egress gate, elevator vestibules, and <br />stairwells; as well as isolated or vulnerable locations within the interior spaces of the <br />main building. Once again, system expansion will be simpler and less expensive if <br />conduit is installed now. It is highly recommended that digital recording be specified <br />rather than videotape recording. All cameras should be color cameras. Environmental <br />enclosures should be employed for all exterior cameras as well as the parking garage <br />cameras. Tamper resistant enclosures should house all interior cameras. The system <br />should be configured with a printing device that can make duplicates of multiple and <br />single images. <br />• An Alarm System has not been specified for the building. There may be spaces <br />that are either vacant or hold items of particular value (Evidence Storage) that require <br />intrusion protection. There is no mention of duress alarms for staff to use in the interior <br />spaces or the parking garage . <br />Recommendation: A policy determination needs to be made regarding alarm <br />systems and in particular intrusion and duress alarms. Consultation with the electronic <br />access control vendor will determine if the access system controls are capable of <br />'running' these alarms or if a separate system should be obtained. Regardless, the alarm <br />system(s) should be integrated with the electronic access control system. <br />Conduit, wiring and devices need to be installed on all exterior doors and openings that <br />provide access to the building. This will be redundant for those doors and openings <br />controlled by electronic access. Of greatest concern is the placement of personal attack <br />and duress alarms at recepfiion desks, identified vulnerable persons offices and at <br />numerous locations in the parking garage. <br />• Lighting appears to be more than adequate for the exterior campus, infierior space <br />and parking garage. <br />Recommendatian: None <br />• Landscaping does not create unnecessary or unusual spaces for secreting people <br />or items. <br />Recommendation: None <br />• The Parking Garage provides both vehicular and pedestrian access to the interior <br />of the building. Although a preliminary decision has been made to limit parking to <br />Marion County, Oregon and Salem Area Transit employees there may be times where <br />'mixed use' parking will be allowed. Vehicle access to the garage is from a single ramp <br />on the south side of the campus. Pedestrian access is from an elevator a several <br />stairways. The garage extends under the majority of the campus. It will serve a large <br />population of vehicles. Although the majority of the access and egress transactions will <br />take place during normal business hours Monday through Friday it will also see a <br />reasonable amount of activity after-hours and on week ends.
