D G°~ Q ~ ~' <br />• Locks for exterior and interior doors and openings are keyed with a'restricted' <br />Medeco keyway. This will provide a high level of security for the building. Of greatest <br />concern is the distributior~ documentation and control of keys. The presumption is that <br />the use of a restricted keyway requires little, if any, attention by staff to maintain and <br />administer a key and lock control program. This is a faulty assumption, even with a <br />system that is as sophisticated as the Medeco system. <br />Reconunendation: Although there is no immediate need to take action disc:ussions <br />should be held in the near future between the tenant (Marion County, Oregon) and <br />Oregon Builders Hardware. The initial assumptions concerning hardware function, <br />keying, etc. should be m-visited. Initial training could begin on key and lock control <br />administration. Key and Lock control software could be reviewed, selected and <br />installed. Set-up of the system could be made. <br />• Electronic Access Control for Marion County, Oregon - Courthouse Square is <br />projected to be an extension of the existing electronic access control system in use at the <br />Marion County, Oregon - Courthouse, located across the street. It is anticipated that <br />the exisfing controls are capable of operating and maintaining the expanded system. <br />System rnnfiguration, enrollment of users, card distribution and 'trouble shooting' are <br />expected to be handled by the existing system administrator. Of concern is the <br />potential of system failure and the impact that makes upon both buildings ability to <br />provide access control and thus security for the buildings. <br />Recommendation: Discussions need to be held with the current system vendvr to <br />explore issues of expansion, function, and redundancy immediately. The anticipated <br />electronic.access control locations for the Marion County, Oregon - Courthouse Square <br />are too limited. It is recommended that all exterior doors be pre-wimd for possible <br />electronic access control card readers. In addition, it would be recommended <br />accommodation be made for substantial expansion of the system over the next five-ten <br />years. 'The potential for an additional building on the block raises the question of <br />system expansion. This would not necessarily require pre-wiring of all anticipated <br />locations but instead the placement of devices to allow for zoning of any system <br />expansion Of greater concern, however, is the conclusion that the existing electronic <br />access control system will be utilized for the Marion County, Oregon - Courthouse, the <br />Marion County, Oregon - Courthouse Square Project, and the Salem Area Transit <br />Center. It is our conclusion that the electronic access control system in use at the <br />Courthouse be either designed or be configured to be distinct and separate from each <br />other. The concern is that the different functions of the buildings are significant enough <br />to warrant separate control units. This would avoid the dilemma of both buildings <br />losing electronic access control in the event of system failure. <br />•~losed Circuit Television Cameras for surveillance are anticipated for use on both <br />the exterior as well as certain interior spaces. It has not been determined who will <br />monitor these images throughout a twenty-four hour day. It is thought that Salem <br />Area Transit staff will monitor the cameras of their areas of responsibility during theil <br />hours of operation. It has not been determined who will watch those cameras after <br />hours. Marion County, Oregon - Courthouse Square does not have a reception desk <br />and thus the monitoring of cameras that protect space of Marion County, Oregon is not <br />defined. <br />"T~raft" (1R/1~/99 F~rhec Rt Asccic.iate~.
