~. <br />DG°~QG~`~ <br />~ Q~,~.~~~~ <br />Marion County, Oregon - Courthouse Square Project <br />Secu~ity <br />Immediate Concerns and Construction-Related Needs <br />The Marion County, ~regon - Courthouse Square Project presents a number of <br />challenges to the safety and security of staff and citizens while simultaneously creafiing <br />opportunities to insure the well being of all those who use the new facility and the co- <br />located Salem Area Transit Center. <br />The proximity of the Courthouse Square to the existing Marion County, Oregon - <br />Courthouse further creates chalienges and opportunities to 'leverage' programs, <br />approaches and resources for the protection of users of the space and its services. <br />For all intents and purposes the Marion County, Oregon - Courthouse Square <br />Project design is complete. Construction is well under way. Basic security issues were <br />considered in the initial design. However, a formalized 'security assessment' was only <br />recently eontracted for. Any changes recommended at this point could incu~ <br />substantial new costs. Special rnnsideration has been made to balance out the identified <br />vulnerabilities with the need to contain msts. <br />Forbes & Associates, Inc. has anticipated, recognized and appraised the security <br />risks of the Marion County, Oregon - Courthouse Square Project and has developed <br />the followutg-listtn;g flf the immec~iate seci:trity issues and rnnoerns as well as the <br />attendant construction related needs. As the project proceeds to completion and <br />occupancy appmpriate action will need to be initiated to remove or reduce identified <br />security risks. <br />• The Marion ~ounty, ~regon -~ourthouse Square building does not have a single <br />centralized enhyway, lobby or reception station. The co-location of the Salem Area <br />Transit Center ~offiees dema~ds tv~o (2) separate main entrances, two distinct lobbies <br />and thus two individual reception stations for the building. T~is is a particularly <br />unusual arrangement for a building and particularly a governmental public building. <br />This creates a laek of eentral eorttro~ for persons entering the build~lg and aceessing <br />various functions within the building. Control of access, people and their activities will <br />be a daily challenge creating risk for the builcling and its occupants. To mitigate the <br />adv~erse impact of t~ti.s situation o~her systems {locks, aeeess control, surveillance <br />cameras, duress alarms, staff awazeness, training and action) wilI need to be enhanced <br />to provide the necessazy level of security for this type of occupancy. <br />Recommendation: Establish a staffecl reception 'desk', area ar presence at ail fiimes <br />that the building is unlocked and open to the public. Create a means to monitor <br />securit~ sys#ems in use in the building or on the campus at .this location Determine <br />who will respond to events or suspicious activities while continuing to provide <br />monitoring of security systems ut the lobby.
