Security & Safety Report <br />Courthouse Square <br />November 27, 1998 <br />Background: In September of 1998, a security workgroup submitted a report containing <br />questions about security issues for Courthouse Square. The questions were review by staff and <br />also discussed with members of the project development team. In some cases, policy issues were <br />discussed directly with the Boazd representative. This report is intended to be a living document <br />and will constantly be reviewed and updated in order to address facility and employee security <br />issues. Listed below, aze the responses and recommendations to the report submitted by the <br />security workgroup. <br />Parking Level: Will the parking garage be open to the public during business <br />hours? <br />a. No public parking will be allowed, however the security gates will be open during <br />business hours. An electronic azm will be used to keep unauthorized vehicles <br />from entering during business hours. Vehicles will be able to exit at all hours <br />without security cazds. There are no plans for alarms except for fire alarms. <br />4/19/99 Update: This recommendation should be reviewed. <br />b. The underground lot will not be patrolled or have security cameras. There is an <br />enclosed security lobby at the elevator with a card access system. Bicycle lockers <br />are also planned for the parking garage. (Note: the transit district is <br />reconsidering the option of placing a security camera near the ramp entrance to <br />monitor unauthorized pedestrian traffic) <br />4/19/99 U~date: Salem Area Transit plans to install a camera at the garage <br />entrance which will record the license number of vehicles entering. The camera <br />will not be monitored. <br />c. Exit alarms and pedestrian warning lights and mirrors aze being evaluated from a <br />safety standpoint. No final decision has been made. <br />4/19/99 Update: No final decision has been made. <br />d. Concrete bumper blocks aze not being considered unless a special need is <br />identified on a case by case basis. <br />4/19199 Update: These can be added at any time as the need is identified. <br />e. A pazking management plan is needed for parking structure. The plan cannot be <br />completed until the developer of north pad development site is determined. <br />Current proposals indicate that private (non-county) tenants will also share access <br />to the parking structure. - <br />4/19/99 U~date: A policy decision needs to be made with regard to whether <br />public pazking will be allowed. <br />
