Issues: <br />1) Various levels of security aze possible ranging from no security at all to a high level of <br />security. As a matter of County policy, the Board should provide direction to staff. <br />Our policy should appropriately balance the need to provide a safe workplace with the <br />community's need for access. Once a policy has been established, staff will be better able to <br />make specific recommendations. <br />2) Security needs for the Courthouse Square building may change over time as the building <br />is constructed and once again when construction is complete and the building is occupied. These <br />changing needs should be monitored to ensure the safety and security of employees and citizens. <br />3) Certain security measures could require expenditure of funds which aze not cw7ently <br />budgeted. <br />Recommendations: <br />1) Provide direction to staff as to the County's "security policy." <br />2) Appoint a standing building security committee to meet on a regulaz basis during <br />construction to address any issues which arise and monitor implementation of the County's <br />security plan. <br />Following building completion, maintain a standing building security committee to <br />address the County's changing needs. <br />It is recommended that the committee during construction be composed of staff from <br />Facilities Maintenance, Sheriff's Office, Risk Management and Salem Area Transit. <br />Composition of the committee should be reviewed when the building is complete. It may be <br />advisable to include those occupying leased space at that time. <br />Provide the committee with specific direction as to the scope of its charge. <br />3) Review funding needs once a package of recommendations has been presented to the <br />Board. Identify funding sources. <br />
