~ <br />IV. SELECTION AND NEGOTlATION PROCESS <br />Step 1. lnformationa/ meeting <br />The Committee will hold an informationai meeting regarding this RFP. This meeting will <br />provide an opportunity for interested development teams to meet the Committee and hear <br />a presentation about the history of the project. Committee members and consultants wili <br />be available to answer any questions about this RFP at this meeting. Attendance at this <br />meeting is not a requirement of submitting a Proposal. This inrormational meeting will be <br />held at: <br />1 1:30 AM, Tuesday, June 3, 1997 <br />121 1 SW 5th Ave, Room 1 180 (PacWest/Key Bank Building), Portland <br />Step 2. Pioposa/ submitta/ <br />Interested development teams must complete and submit eight (8) copies of the <br />proposal materials contained in the Submittal Forms A through D contained in Section <br />V. The submittal will be limited to the Proposal Forms, with the attachments specified <br />on the Forms, and a maximum two page cover letter. No additional materials will be <br />considered unless the Committee requests that the development team provide further <br />information. Late or <br />incomplete responses will not be accepted or considered. <br />Step 3. /nterviews <br />The Committee will review all proposals submitted and select the most qualified <br />development team to be intervie~ved by the Committee. The purpose of the interview <br />will be to discuss the proposed development concept and financial structure and to get a <br />sense of the potential working rzlationship between the Committee and The <br />Development Team. The Committee will rank development teams and begin negotiating <br />a Memo of Understanding (MOU) with the highest ranked development team as <br />described in the next section. <br />~ <br />~ <br />Step 4. Memorandum Of Understanding negotiation (45 days maximum) <br />At any point during this phas~, t^e Davelopment Team or the Committae can terrninata <br />discussion.
