During this phase, the Committee will negotiate the following with the Development <br />`"''" Team: <br />• responsiveness to the Requirements for Development described in Section II of <br />this RFP <br />• required and important elements of the design program <br />• preliminary conceptual design <br />• projected project schedule <br />• preliminary project proforma <br />• refined financial structure and proposed land payment <br />• issues to resolve in the next phase of negotiation. <br />The Development Team will be expected to participate in numerous meeting during this <br />phase including: <br />• regular meetings with the Committee <br />• at least one public meeting with adjacent property owners Goose Holiow <br />residents and businesses to discuss site and design issues <br />• meetings with the Committee chair in a collaborative effort to refine the <br />preliminary design concept <br />Successful negotiations will be documented in an MOU and the Committee will <br />recommend conditional acceptance of Development Team to Tri-Met. <br />~ Step 5. Development of Disposition and Development Agreement (60 days) <br />A. Project design: After signing the MOU, the selected Development Team and the <br />Committee chair will collaborate to refine the preliminary design concept into a <br />schematic design. These refinements will take into account: <br />• design requirements and issues identified in the MOU <br />• issues raised in one or more public meetings <br />• requirements identified by City permitting bureaus and design review staff <br />The Committee also will assist the Development Team in working with the City to <br />create open space, on-street parking and pedestrian connections by reconfiguring <br />the streets. The City has applied for a Transportation Growth Management Grant <br />for a preliminary engineering analysis of the streets adjacent to the site. <br />B. Project feasibility and financing structure: As the design is being refined, the <br />Development Team well meet ~vith the Committee to review progress on: <br />• financing structure and commitments <br />• project proforma and feasibility <br />• parking and transit programs <br />• other issues related to the requirements negotiated in the MOU <br />C. Land purchase price: During this same time period, Tri-Met will obtain an appraisal <br />~ of the site adjusted, as needed, Tor the uses and design requirements negotiated in <br />the MOU and refined during this phase.
