III. SELECTION CRITERIA <br />Identity and experience of deve/oper and/or development team members (Proposal Foim <br />Al <br />The Committee will evaluate the level of experience and quality of product produced by <br />the developer and/or development team and its individual members inciuding the <br />development team, architect, contractor, legal counsel, marketing and sales, financial <br />sources and others. The Committee is interested in the long-term quality of the design <br />and construction and the satisfaction of residents and managers of similar projects the <br />team has produced. The Committee may schedule visits to these projects and interview <br />residents and property managers. The evaluation will consider the team's ability in all <br />aspects of development including the following: <br />• quality of construction, attention to detail, and creativity and utility in design <br />• effective financing, construction, and marketing of projects <br />• ability to attract and sign commercial tenants <br />• ability to assemble the financial resources needed to successfully implement a <br />project of this type and size <br />Proposed development concept (Proposal Form Bl <br />The Committee is interested in working with a development team that can meet the <br />development requirements for this site in an efficient ~vay which could be repeated at <br />other station locations. The proposed development concept ~Nill help the Committee get <br />~ a sense of the mix of uses, scope of project, and financial structure the Development <br />Team envisions for the project. The proposed development concept will be evaluated <br />against the Requirements for Development listed in Section II of this RFP. <br />Financial capacity (Proposal Fo~m C and Attachment) <br />The Committee has retained professional expertise to review and assess the <br />Development Team 's capacity to provide the level of equity and debt needed to finance <br />a project of the scope proposed in the development concept. In addition, the Committee <br />has asked that the Development Team provide a letter from a lender indicating interest <br />in working with the Development Team on a project of the type and scope described in <br />the development concept. <br />References (Attachments to Form A) <br />Th~ Committee will assess the development team's commitment to perform as promised <br />on agreed upon obligatians.
