01/19/96 14:39 $503 588 6094 MID wILL VAL COG ~~~ M C FACIL MGDfT ~007 <br />5. <br />A consuitant study of traffic (including parking operations}, transit operations <br />and pedestrian circulation patterns, impacts and optima( configurations for <br />the site and surrounding infrastructure will be contracted for by SAMTD. <br />Any infrastructure rnodiftcatians and/or mitigation measures deriving from <br />ifiis analysis wil) be included in the firtal design for the site and the area <br />circu[ation ptan, which wi[I be developed in cooperation wrth the city of <br />Salem Publi~ Works Deparlment. <br />AIR QUALtTY <br />No significant air quality impacts are expected with the proposed project. <br />The SKATS area is classifted as non-attainmertt fo~ carbon monoxide and <br />ozone. The downtown relocafion of the transit center is incfuded in the Air <br />Quatity Consistency Determinations for bath the regionat RTSP and T1P. No <br />increase in regionaf emissions are anticipated as a result of this project. A <br />project (eve! °hot spot" determination based on the resu[ts of a consultant's <br />traffic and operations analysis (see Traffic) wiif be performed to iden-tify any <br />significant, localized air quality impacts and mifigation measures required {if <br />any). A DEQ Indirect Source (Air) permit will not be required for this project <br />because the net gain in par[cing is Iess than 250 spaces. <br />I~ternally, the building will be designed and constructed so as to mitigate <br />any air quality impacts associated with transrt vehicle emissions. <br />s. WATER QUALtTY <br />No significant impacts on water quality are exp~cted as a eonsequence of <br />the proposed project. <br />Groundwater: An on-site. soil vapor extraction remediation system was <br />installed on the ex-Che~ron station poriion of the site when the Underground <br />Storage Tanks (USTs) were removed (see Hazardous Materials). Based on <br />subsequent analyses, addfional remediation system enhancements were <br />recommended and these were implemented by th~~6a~~ty in 1994. These <br />systems are monitored on an recurrent basis. C..l~M1~~ <br />Ftoodolains: The proposed site is not Iocated within the FEMA 10~-year <br />floodplain. <br />Waterwavs: There are no surface bodies of water iocated on or in tEte <br />vicinity of the project site. The proposed project will not have a significant <br />impact on any water quality limited streams, weffs, or otfier waterway <br />resources. <br />Runoff: The site is ~urrentiy made up of impervious surfaces served by a <br />municipal storm drain system. No runoff amounts beyond those a[ready <br />
