Sa[em Center, a major downtown retail destination comptex cannected by <br />skybridges, is located 1 bfock to the nor~west <br />S1TE pESCRiPT1~N <br />The Senato~ Block covers approximateiy 2.65 acres, and contains six buildings, <br />three of which--comprisirtg 85% of the property in the block-are already in County <br />ownership (Figure 4}. The County-owned buildings in~fude: a) tf~e Senator/Derby <br />Building, a converted hote[ currently housing County offices, a credit union, a retail <br />shoe shop and leased fow-income apartments; by the 'rcor Buiiding, also housing <br />County offices; and c} the Beri Buiiding, which houses the County Archives. The <br />County-owned buiidings range in age from 2fi to 75 years. The county also owns <br />the vacant parce[s on the northwest and soutF~east corners of the btock, whicf~ it <br />currentfy uses for parking. Three parcels along Court Street on the south side of <br />the block are privately owned and contain a dentist office, a coffee shop/offi~e <br />comp[ex, and a tiquor store/wine shop with apartments above. In fact, the <br />imp(eme~tation of this project wil[ sotve several pressing and ongoing prob[ems <br />related to the current on-street uansit trans-Fer center operation: <br />- it wil[ replace an interim facility with a permanent, off-street location <br />for SAMTD's downtown transit center as required by <br />intergovemmenta[ agreement (see above); <br />- it will provide a positive community focus for the transit districYs <br />radial pulse service pattern; <br />- it will improve transit operations at the center by allowing individuai <br />bus accesstegress rather than only head-to-tai[ group movements; and <br />- it will promate a significant increase in perceived safety for the transit <br />patron. <br />The foliowing paragraphs summarize the technical analysis that serves as the basis <br />for our assessment of no poxentiaf for significant impacts in relation to the project. <br />~ LAND USE <br />No signficant land use impacts are associated with the proposed praject. <br />The city ofi Salem Comprehensive Plan designaiion and zoning for the project <br />
