Consisting of a multi-storied structure utilizing the entire bfock (Figure 7), the <br />new building wi[l house the relocated SAMTD downtown transit center and <br />customer services (1 st floor, Figure 2)~ pedestrian-friendly retail operations (1 st <br />f[oot); County, SAMTD and other govemmental offices (4th and 5th floors}; ptivate <br />tenant offices [4th and 5th floors); County and tenant parking facilities (2nd and <br />3rd floors}; and a central, coveted atrium area (above the bus bays). The number <br />of fioors in the ~nal struchtre may increase after the private deveIoper is selected. <br />1n a larger context, this project will provide a community asset that redevefops an <br />aging, underutilized goverttment owned block within tF~e downtown core area, as <br />well as restore unproductive property to the tax rfltls. <br />1MPLEMENTATtON PL.AN <br />The transit district's parficipation in the project ~I is [Fmited to outright ownership <br />of the busbays and bus operations area, 15,000 square ~eet of fitst floor space <br />(transit waiting area, etc.), and 25,000 square fieet of upper floor office space. <br />This represents just over 20% of the officelretail space in the proposed sYructttre. <br />~ Projected costs to the transit district for planning, development and construction <br />~.,5 ~~6.0 million doliars (20% of the toial), of which $4.8 million is expected to <br />come fram Sec. 3 funds which are current[y pragrammed for FY 96 in t[Ze adopted <br />SKATS TIP. <br />As currently envisio~ed, the tata[ project is estimated to cost approximatety ~30 <br />mil[ion dot[ars, witFt the non transit porfian coming from Marian Caunty and the <br />de~eloper. <br />fn February, 1996, the County will issue a request for proposafs (RFP) for a private <br />devetoper to design, construct and finance tfie project. Construcfion is expected to <br />be compteted in 1999. <br />SI'TE LOCATtON <br />The Senator Block is tocated in the eastern portion of the Salem Downtown Core <br />Area (Figure 3). lt is bordered by High Street on the west, Chemeketa Street on <br />the north, Church Street on tE1e east and Court Street on the south.
