SECTION 02090 <br />DEMOLITION LEAD HANDLING <br />199'7 PAGE 1 OF 2 <br />1.1 DESCRIPTION <br />1.1.1 SCOPE <br />This section describes the removal, disposal and recycling of painted building components which <br />contain or are assumed to contain lead. Worker protection methods shall be employed to all the safe <br />demolition of painted building components which contain, or are suspected of containing lead. <br />1.1.2 LEAD CONTAINNG COMPONENTS <br />Suspect lead-containing paints were documented by the County and are assumed present in building <br />components scheduled for demolition. Materials assumed positive for lead include painted walls and <br />ceilings, wooden structural components, window and door trim, concrete, masonry, doors, and flashing <br />matenals. No sanding, buming, or grinding will be allowed on any painted surfaces unless proper <br />precautions aze made by the contractor to protect personnel. The Contractor is advised to keep materials <br />wetted and implement dust control where necessary. HEPA-filtered half face negative pressure respirators <br />should be wom at a minimum in proximity of lead paint impacts. <br />1.1.3 TCLP TESTING <br />Representative painted non-recyclable building components have not been TCLP tested for 8 toJCic <br />RCRA metals and are assumed to be hazazdous from a waste disposal perspective; the Contractor shall be <br />required to perform a hazardous waste determination on all representative waste streams through TCLP <br />testing prior to disposal and submit analytical testing Feports to the Owner or Owner's Representative. <br />TCLP testing of masonry paint chips from the buildings' exterior determined that loose, segregated <br />masonry paint chips are considered hazardous waste; paint adhered to masonry is assumed to be non- <br />hazardous waste due to the dilution of the brick; the Contractor shall perform additional testing and make <br />independent determinations. Metal components with remnant paint intact are exempt from TCLP testing <br />requirements, providing the materials are recycled; all painted metal components shall be recycled. <br />1.1.4 TESTING FOR TOTAL LEAD <br />Several building components were tested for total lead by F1ame Atomic Absorption <br />Spectrophotometry. Survey results can be obtained by the Owner or Owner' Representative. <br />1.2 RELATED WORK <br />A. The Owner or Owner's Representative may retain an independent Environmental Consultant to <br />perform the following: <br />1. Collect and analyze air, or perform other related testing, before, during and after lead handling <br />activities. <br />2. Observe work by the General Contractor and sub-contractors. <br />3. Monitor the Contractor's compliance with regulatory and specification requirements. <br />
