SALEM COURTHOUSE SQUARE INC. SECTION 02090 <br />DEMOLITION LEAD HANDLING <br />1~ PAGE 2 OF 2 <br />1.3 QUALITY ASSURANCE <br />A. The Contractor shall follow worker protection rules as stated under Oregon Administrative Rules, <br />Chapter 437-03-001 (29 CFR 1926.62) regazding occupational exposures to lead. These rules require a <br />written lead compliance program and initial personnel monitoring, and define methods of compliance if the <br />action level for lead is exceeded. The Contractor shall bear all responsibility and costs associated with <br />employee training, and engineering controls (such as wet methods, dust barriers and negative pressure fan <br />systems) as needed to accomplish all work under this contract. The Owner or Owner's Representative <br />reserves the right to inspect and test the area for compliance with these rules. <br />B. Empl~yee exposure air-monitoring during demolition shall be provided by the CPIH at the <br />Contractor's expense <br />1.4 SUBMITTALS <br />A. Contractor shall submit as part of the Proposal the items indicated~ below: <br />1. The Contractor shall develop a written, site-specific lead compliance program. The program <br />shall be written under the direction of a Certified Industrial Hygiene (CIH), and stamped by the <br />CIH certifying that the program is site-$pecific and satisfies all governing regulations. The lead <br />compliance program must identify the program administrator, site-specific work plan, <br />schedule, descnption of work practices, competent person and crew, lead training <br />documentation, equipment and materials, specific engineering controls, air monitoring <br />program, medical surveillance program, respiratory protection program, hygiene facilities and <br />practices, waste disposal programs, and hazard communication program for contractors on <br />multi~contractor sites, The Contractor shall submit in writing all required information above <br />regarding any new workers hired by or subcontracted to the Contractor before these new <br />workers commence work involving impacts on lead painted surfaces. <br />2. Submit information pertaining to the proposed Air Monitoring Program for this project <br />including the name of the firm performing the employee momtoring and the name of the <br />firm's staff CIH supervising the employee exposure monitoring program. This information <br />shall include the name of the on-site industrial hygienist working under CIH supervision, types <br />of equipment, sampling schedule, type and frequency of tests, sampling procedures, <br />calibration, record keeping and proposed testing laboratory. <br />B. During the work, the Contractor shall submit to the Owner or Owner's Representative on a weekly <br />basis all exposure monitoring data. <br />D. Submit TCLP analytical reports, hazardous waste manifests along with tickets or receipts from the <br />disposal site. <br />END OF SECTION <br />
