The Coutthouse Square site is available for a combination <br />transit facility/county affice building. <br />8. Through political processes, with extensive public <br />participation, decisions have been made that the transit station be <br />in the Courthouse Square Block. As a non-elective body, SPOC <br />agree~ that it should not revisit that decision. <br />9. Through political processes, decisions have been made that <br />the county's consolidated facility be located in the Courthouse <br />Square Block. SPOC agrees that i.t should not revisit that <br />decision. <br />10. The district, through its processes, has determined that <br />the pulse operating system should be continued, and that in the <br />proposed facility mid-block entrances and exits for buses are <br />appropriate. SPOC has not studied the pulse operating system. <br />SPOC agrees that it should not revisit those decisions. <br />11. Based upon the above data, a facility like the Courthouse <br />Square project probably is needed for buses and county offices, but <br />SPOC is concerned that Transit has not demonstrated a need for the <br />amount of building space it has listed in the program information <br />and indicated on the plan. <br />12. The county advises us that it can issue bonds or <br />certificates of participation to pay for the improvement.
