03%13~98 1~:01 $5035883526 CORRECTIONS N'C ~~~ PERSONNEL 1~005%009
appearance by the county bond counsel and financial advisor to
=espond to SPOC's concerns whether Courthouse Square can be easily
financed.
13. SPOC has so far been unable to determine whether the
~ Courthouse Squate project is economically feasible and has seen no
feasibility study. [Economic feasibilitv is whether the county can
affo=d the space it needs and whether Transit needs the space that
it can afford. Total project, financing, and operating budgets
must be reliable and the project must meet expectations without
substantially hurting existing county programs. The Board of
Commissioners may define "substantially hurting" with help from the
county budget conun.ittee. ]
14. SPOC needs further information, as follows:
a. SPOC needs better information concerning parking,
including how parking will be addressed and the use of the
underground 20,000 square feet on the north end of the block. SPOC
understands that approximately 12~ of the cost to create
unde=ground parking would be spent to create surface parking on the
north part of the black, and that this parking would be destroyed
if a building is erected on the site, as planned. What discussions
have occurred with the city or other patential parties to either
create additional underground parking now, or to plan on how
parking will be addressed when the north end of the block is
developed? And how would additional parking at the time of
development of the north side ot the block be funded2
/ How will the development of the north quarter block proceed?
V
3
