SPOC has so far been unable to determine whether the <br />~ Courthouse Squate project is economically feasible and has seen no <br />feasibility study. [Economic feasibilitv is whether the county can <br />affo=d the space it needs and whether Transit needs the space that <br />it can afford. Total project, financing, and operating budgets <br />must be reliable and the project must meet expectations without <br />substantially hurting existing county programs. The Board of <br />Commissioners may define "substantially hurting" with help from the <br />county budget conun.ittee. ] <br />14. SPOC needs further information, as follows: <br />a. SPOC needs better information concerning parking, <br />including how parking will be addressed and the use of the <br />underground 20,000 square feet on the north end of the block. SPOC <br />understands that approximately 12~ of the cost to create <br />unde=ground parking would be spent to create surface parking on the <br />north part of the black, and that this parking would be destroyed <br />if a building is erected on the site, as planned. What discussions <br />have occurred with the city or other patential parties to either <br />create additional underground parking now, or to plan on how <br />parking will be addressed when the north end of the block is <br />developed?
