Tri-Aqency Meetinq -5- 11/7/95 <br />David Glennie (City) stated that it looks to be an exciting <br />proposal. He asked what the prearranged rate and market rate <br />might be at the time. <br />Mr. Andersen-Wyckoff stated that he could not give a specific <br />answer because the private sector will regulate that. Retiring <br />the debt is what they are concerned about The rent will be <br />expected at a rate to retire the debt. The market rate will have <br />to be adjusted in 20 +/- years. Retail rent is up to the <br />developer. <br />Mayor Gertenrich (City) said this is a needed project to the <br />community. The City is sensitive to the environment and life <br />being dealt with in community projects. <br />Ann Gavin Sample (City) commented about the proposal to place a <br />child care facility on the first floor and the play area on the <br />third floor. She felt such a suggestion should be analyzed <br />carefully. She was also concerned about different modes of <br />transportation and would like to see bike station included. <br />Mr. Andersen-Wyckoff inentioned the idea of possibly having a <br />trackless trolley to meet buses and move individuals throughout <br />the downtown area. This is an idea they are still working on. <br />Mayor Gertenrich questioned the location of 911 facility as noted <br />by the proposal. <br />Mr. Andersen-Wyckoff noted that nothing was carved in stone, the <br />ideas are to conceptualize possible uses. <br />Mary Pearmine serves on the Cascadia Task Force. She said that <br />group envisions trolleys from train station, to bus mall, to the <br />capitol, to downtown mall, etc. She indicated that this is not <br />just a pipe dream. They have been working on an overall concept <br />for years. <br />Bill Burgess (City) stated that the proposal is attractive and <br />uses are definitely needed, however he questioned whether it is <br />feasible or not. He is concerned of how much is being asked of <br />the City. He thought that the 911 Center might be located <br />elsewhere because of possible earthquake preparedness. <br />Ms. Pearmine stated that there has been no commitment on part of <br />the city, the named uses are just examples. <br />Mr. Andersen-Wyckoff noted there is still a lot to be worked out <br />on the private enterprise side.
