The current concept only included <br />the number of floors anticipated to meet the 20-year needs of the <br />County and Transit. <br />There is also a proposed skybridge connecting the proposed <br />Courthouse Square to the present County Courthouse. <br />Financinq <br />The following basic concepts were listed as necessary for this <br />partnership and project to be successful: <br />1. The selection of the developer and all subsequent <br />transactions shall be done in strict accordance with <br />County, State and Federal bid and purchasing laws and <br />procedures; <br />2. The County shall own all the land and shall be the lead <br />government partner; <br />3. The developer shall finance the entire project; <br />4. The Transit District, using Federal Funds will acquire <br />its portion of the project upon its completion; <br />5. The County, through leases, land lease credits, or <br />other developer considerations, will own its facilities <br />in 20 +/- years; <br />6. Any land or air rights utilized by the City or Transit <br />District will be granted to each at no cost via <br />intergovernmental agreement, for as long as those <br />agencies are utilizing said facilities; . <br />7. All non-government used space shall be placed on the ad <br />valorem tax rolls and assessed at full market value <br />(both land and improvements) as established by State <br />Law. <br />Mr. Andersen-Wyckoff noted that this is only a first step and <br />will continue to refine the proposed project as we proceed. <br />Interagency Discussion <br />Mary Pearmine (County) opened the meeting to a general discussion <br />of the proposal presented. <br />She noted that the County is very excited as is the Transit <br />District. Of course, such a project will displace offices and <br />services now located on the Senator Block, but the plan is to <br />minimize the costs and inconvenience to employees and citizens. <br />The Transit facility affects 2/5 of Marion County population. <br />The County wants to make sure that the property is owned by all <br />county residents, since the county services to be located there <br />are for the entire county. <br />
