Tri-Aqency Meetinq -3- 11/7/95 <br />envisions the County acquiring the remaining three sites and <br />retaining ownership of the entire block in perpetuity. <br />Since this block is in the heart of downtown, it is-essential <br />that the structure would be architecturally compatible to <br />surrounding buildings. They envision a structure utilizing brick <br />as opposed to steel and dark glass, with pleasant landscaping and <br />people friendly street scapes, maintaining continuity with the <br />visual downtown emphasis. He stressed that this would not be a <br />big bus parking lot. The facility would be designed from the <br />ground up to mitigate air and noise impacts. <br />The Downtown Transit Center may be the heart behind the proposal, <br />it is not the life blood; that is provided by the County Service <br />Center and the Courthouse Mall (retail). Al1 activities of the <br />transit center will be oriented inward and only the entrance and <br />exit of a maximum of 10 buses on Church or High Street will be <br />seen at any one time, half the number the current transit center <br />would yield. <br />Mr. Andersen-Wyckoff reviewed each floor and possible ideas of <br />use. <br />First floor: Beside the transit center uses might include County <br />customer service functions, day care facilities, a City Community <br />Policing Station, dry cleaners, ATM, hair salon and barber shop, <br />flower shop, bakery, snack shops, coffee shop, or restaurant. <br />The ideal uses might provide "one-stop shopping" for-transit <br />users. Hope to eliminate the loitering problem that now exists <br />with the external bus mall. <br />Second and Third floors: This would be devoted to replace <br />parking for the County's current on-site parking as well as some <br />additional parking related to the other on-site parking needs for <br />offices and retail. There is no intention proposed to offer <br />customer parking or other public permit parking within this <br />development. <br />Fourth f loor : This is proposed to be the f irst f loor of of f ice <br />use for County office space, Transit office space, possibly <br />relocate the City's 911 Center and/or conference space. The 2 <br />office pods are proposed to be joined by a skybridge across the <br />central atrium over which the louvered translucent roof for the <br />Transit Center would also occur. The two decks over`the third <br />floor parking areas could be used for employee roof garden and a <br />playground area for the proposed day care facility. <br />Fifth floor: This would also be office space. <br />
