PROPERTY TAX MANAGEMENT PLAN
Background
this is only the beginning of
must take place in order to
Larry Wacker (City) reviewed that in 1990 voters passed a
property tax limitation measure, thereby getting governments'
attention. We are dependent on taxes to fund the major portion
of government operations. The measure established a$10 per
1,000 cap. In 91/92 we had to live within the compressed $10 cap
requiring each government had to budget with less general fund
resources. In the Fall of 1993 a Property Tax Management Plan
was formed. Assessed values have improved and drove the tax
value down. It was advocated that a plan should be in place for
each government to talk to others to best utilize the tax dollars
for.the services required by citizens.
A commitment was reached that Urban Renewal assistance up to $2
million could assist the County in developing a county
administration facility.
Ms. Pearmine commented that it was agreed to look at the plan and
get citizen involvement each year. This did not happen until
facilities impact.
Then and Now
Mr. Andersen-Wyckoff reviewed the different happenings that
brought the Tax Management Plan to the present status. He noted
that the Plan which, besides providing a vehicle for tax
coordination, provided for: •
1. Financing of the Riverfront Park over 5 years.
2. Transit District to seek additional tax funding.
3. City to increase urban renewal funding.
