required to be obtained prior to commencing work. If the contents of storage and/or operations change that increase <br />risk to fire and life safety, then a building permit may be required. Discussion with a Building Plans Examiner is <br />recommended if this is intended. <br /> <br />The City of Salem provided the following comments regarding the subject proposal from both their Planning <br />Division and Development Services Division: <br /> <br />Planning Division Comments: <br /> <br />The City of Salem Planning Division has reviewed the proposed development and has the following <br />comments: <br /> <br />• Zoning: The subject property is designated IND (Industrial) in the Salem Comprehensive Plan and would <br />become IG (General Industrial), IBC (Industrial Business Campus), or IP (Industrial Park) upon annexation. <br /> <br />• Uses: All Motor Vehicle Services except gasoline stations are permitted in the IG (General Industrial) <br />zone, per Table 554-1 in SRC 544.005. Gasoline stations are the only permitted Motor Vehicle Service use <br />in the IBC (Industrial Business Campus) per Table 552-1 in SRC 552.005. Motorcycle repair and Gasoline <br />stations are permitted in the or IP (Industrial Park) zone, but all other Motor Vehicle Services are not <br />permitted, per Table 553-1 in SRC 553.005. <br /> <br />• Lot Standards: Per Table 554-2 in SRC 554.010(a), there is no minimum lot area, lot width, or lot depth <br />in the IG zone. There is a 16-foot street frontage requirement for all uses aside from single family. Currently, <br />this lot exceeds the 16-foot street frontage standard. <br /> <br />• Development Site Standards: If at such time the property was annexed into the City, the following <br />standards would be applicable to the development. If the proposal does not conform to these standards, the <br />site would be considered non-conforming at time of annexation: <br />o Per Table 554-4 in SRC 554.010, a minimum 10-foot setback from all industrial zoned properties <br />is required. These setbacks must be landscaped with Type C landscaping. This standard is met <br />along the property lines to the west and north. There is no landscaping in the required setback along <br />the eastern property line. <br />o Vehicle use areas abutting a street shall be setback and landscaped according to one of the <br />methods set forth in SRC 806.035(2). This standard is not currently met. <br />o Per SRC 806.040(e)(2), all driveways shall be paved with a hard surface material. Paving is not <br />required for: Driveways providing access to gravel outdoor storage areas within the IG zone; <br />provided the first section of the driveway leading into the property from the street, as measured <br />from the property line abutting the street, is paved with a hard surface material to a depth that is <br />equal to the width of the driveway. This standard is not met. <br />o As provided in Table 806-9 in SRC 806.055(a), the Motor Vehicle Services use requires one <br />bicycle parking space per 9,000 square feet. This property would require 23 bicycle parking spaces <br />to conform to this standard (207,781 / 9,000 = 23.09). <br />o SRC 800.065 requires pedestrian access standards for all nonresidential developments. <br />Adherence to the pedestrian access standards put forth in SRC 800.065 is required. This standard <br />is currently not met. <br /> <br /> Development Services Division Comments: <br />The Development Services Division, Infrastructure Planning Section, has reviewed the proposed <br />development and has the following comments: <br /> <br />• Streets and Right-of-way Standards: Timbet Drive SE along the southern property boundary is located <br />within the City Limits and under City of Salem jurisdiction. Timbet Drive SE is classified as a local street <br />according to the Salem Transportation System Plan. <br />o Timbet Drive SE does not meet the minimum right-of-way or improvement width standards for <br />a local street according to SRC 803. A 60-foot-wide right-of-way and a 30-foot-wide pavement <br />width is required for a local street(SRC 803.025). As no new structures are proposed, boundary <br />street improvements are not required according to SRC 803.040. <br />o According to SRC 800.040, a special setback equal to 30-feet from the centerline of Timbet Drive <br />SE applies to the subject property.
