Fences and off-street parking are <br />permitted within the special setback subject to a removal agreement according to SRC 800.040(e). <br /> <br />• Driveway Approach Development Standards: As Timbet Drive SE is under City of Salem jurisdiction, <br />the Driveway approach permit and development standards in SRC 804 applied to the proposed <br />development. <br />o SRC 804.050(b)(2) requires a minimum 22-foot-wide driveway approach for two-way circulation <br />for industrial developments. This standard is not met. A condition of approval should require the <br />access be widened to allow for a minimum 22-foot-wide driveway approach. A wider driveway <br />approach should be provided if large trucks are entering or existing the side to accommodate a <br />wider turn radius. <br />o The Public Works Design Standards require that the portion of the driveway approach in the <br />right-of-way be paved. The existing approach is not paved. A condition of approval should require <br />the driveway approach in the right-of-way be paved. The pavement should extend into the property <br />equal to the driveway width, as required by SRC 806.040(e)(2), noted above. <br />o Any modifications to the existing driveway approach, including widening of the existing gravel <br />approach, will require a Class 2 Driveway Approach Permit from the City of Salem according to <br />SRC 804.025(a). A work in the right-of-way permit is required for construction of the approach. A <br />condition of approval should require all necessary permits be obtained from the City of Salem for <br />access. <br /> <br />• Utilities: The subject property is not located within a Water or Sewer Service District. There are no City <br />of Salem public water or sewer mains available to serve the subject property. <br /> <br />• City of Salem Transmission Main: There is an existing 36-inch City of Salem Water Transmission Main <br />located on the subject property in an easement (Attachment A). No building, trees, or similar permanent <br />structures may be constructed within the easement area or over the water transmission main. <br /> <br />Additionally, the City of Salem provided copies of the Water Transmission Main Easement agreement referenced <br />in their comments. <br /> <br />Turner Fire District provide the following comments: <br /> <br />Given the future plans mentioned in the application (“…we plan to obtain our dismantlers license…”), the <br />following comments apply. <br /> <br />1. ORS 822.133(2)(f). (2) In the operation of a motor vehicle dismantling business, a dismantler: (f) Must, <br />every year, have the premises inspected by local fire inspectors and furnish a written report to the <br />department, in a form established by the department by rule, on the findings of the inspection. <br />2. Oregon Fire Code 108.2.3.1 & 3401.3. An annual fire inspection is required for the operation of a motor <br />vehicle dismantling business licensed in the State of Oregon. Upon completion of the fire inspection, the <br />fire department having jurisdiction shall provide the business owner with a written inspection report. <br />3. Oregon Fire Code 3401.1. Tire rebuilding plants, tire storage and tire byproduct facilities shall comply <br />Chapter 34 (“Tire Rebuilding & Tire Storage”), other applicable sections of the Oregon Fire Code, and <br />Oregon Administrative Rule OAR 340-064-0035. <br />4. Oregon Fire Code 503.1.1. Approved fire apparatus access roads shall be provided for every facility, <br />building or portion of building hereafter constructed or moved into or within the jurisdiction (Turner Fire <br />District). Fire apparatus access roads shall extend to within 150 feet of all portions of facilities and all <br />portions of the exterior walls of the first story of buildings as measured by an approved route around the <br />exterior of the building or facility. <br />5. Oregon Fire Code 504.1. Required access to building openings & roofs shall be maintained readily <br />accessible for emergency access by the fire department. Access walkway(s) leading from fire apparatus <br />access roads to exterior openings shall be provided where required by the fire code official. <br />6. Oregon Fire Code 505.1. Buildings shall be provided with approved address identification that is legible <br />and placed in a position that is visible from the street or road fronting the property. Address identification <br />characters shall contrast with their backgrounds, shall be Ar abic numbers (not spelled out) or alphabetic <br />letters, not less than 4 inches high with a minimum stroke width of ½ inch.
