permit for the use. Existing structures shall obtain a change of use from Building Inspection. In either case, <br />System Development Charges applied for the additional traffic impacts anticipated shall be paid prior to building <br />permit issuance. Any changes to a structure shall not render the structure a building not normally associated with <br />uses permitted in the zone <br />The proposed event business will be operated within the existing dwelling, as the applicants do not intend to build <br />any new structures. The area within the dwelling to be used for the event business is approximately 13,700 square <br />feet of floor area. The applicants state they understand the SDC charges that may occur if new structures are built. <br />J. Tents: Tents may be used in conjunction with the event business. Tents shall be considered outdoor areas for <br />the purposes of this code. <br />The applicant does not intend to use tents at this time, but if they do in the future, they will adhere to this section <br />of code. The criterion is met. <br />K. Outdoor area: For events which take place both indoors and outdoors, at least 80 percent of the area of the <br />property dedicated to the event business shall be indoors and at most 20 percent of the area of the property <br />dedicated to the event business may be outdoors, exclusive of parking. <br />The applicant understands this provision and intends to follow it. The outdoor area shown to be used is a small <br />portion of the garden. The total indoor floor area to be used for the event business is 13,700 square feet. The site <br />plan indicates the outdoor space will be a fraction of this total square footage, indicating 20% or less of the square <br />footage. The criterion is met. <br />L. Parking: A parking and traffic circulation plan shall be provided demonstrating adequate parking being <br />provided on-site to accommodate all traffic associated with the event business subject to the following: <br />1. No parking in rights-of-way or roadway easements shall be permitted. <br />The proposed parking area is entirely on the applicant’s private property and is not within a right-of-way <br />or easement. The criterion is met. <br />2. Parking may be provided on a different parcel subject to evidence of an agreement with that property for <br />the use. <br />The applicant understands this provision, though there is no proposal for parking on adjacent parcel. The <br />criterion is met. <br />3. Adequate internal circulation shall be provided to ensure that traffic does not cause a significant adverse <br />impact to local roadways. <br />The applicants have provided internal circulation routes that are designed to minimize any significant <br />impact on local roadways. The proposed parking areas are located a considerable distance from the public <br />right-of-way, further ensuring that no adverse effects will occur on local traffic patterns. The criterion is <br />met. <br />4. The parking and traffic circulation plan shall also provide for fire and emergency ingress and egress. <br />The applicants state the submitted circulation plan is designed to allow for clear and unobstructed access <br />for fire and emergency vehicles, ensuring safe ingress and egress in the event of an emergency. As shown <br />on the site plan the driveway in circular turnaround designed to allow vehicles to enter and exit the <br />property without the need to reverse, enhancing traffic safety and onsite flow. The criterion is met. <br />5. Events that take place between October 1 and April 30 shall have parking provided with an all-weather <br />surface consisting of gravel, asphalt, or concrete. <br />The applicant does not propose holding events during this timeframe, although the primary parking area is <br />paved with asphalt. They understand that parking during any event in this timeframe is limited to this <br />paved area. The criterion is met.
