The property is currently in farm tax deferral and was verified using tax assessor information. The criterion is <br />met. <br />B. Owner: The property owner of the property upon which the event business is located shall be the operator of <br />the event business and shall reside full-time in the dwelling on the property. <br />The owners, Michelle Zhou and Zhenchuan Ma, live on the property and will be the operators of the business. <br />The criterion is met. <br />C. Employees: The property owner shall employ on the site no more than five full-time or part-time persons per <br />ORS 215.448(1)(b). <br />The property owners and one other individual will be the only full-time employees of the event business. They <br />indicate that, depending on the needs of each individual event, they may have up to five employees, but will not <br />exceed this maximum. The criterion is met. <br />D. Number of events: A maximum of 18 events per calendar year may be held on the property. <br />The applicants propose to host 8 events per calender year, which is well under the maximum. They understand <br />that 18 events is the maximum they can host. The criterion is met. <br />E. Frequency: No more than three events a week shall occur from May 1 to September 30 and one event a week <br />from October 1 to April 30. <br />The applicants state they understand this frequency and do not plan on hosting more than one event at any given <br />time. The criterion is met. <br />F. Duration: No event shall exceed three consecutive days including setup and take down. <br />The applicant’s proposed events do not extend more than three days, including set up and take-down. The <br />criterion is met. <br />G. Hours of operation: No event shall take place before the hour of 7:00 a.m. or after the hour of 10:00 p.m. <br />Setup and takedown shall occur as well between the hours of 7:00 a.m. and 10:00 p.m. <br />The proposed events will take place between the hours of 7am and 10pm, including setup and takedown. The <br />applicants comply with this provision. The criterion is met. <br />H. Guests: The property owner shall ensure that the maximum occupancy approved by the Marion County <br />Building Official and local fire district is not exceeded in structures on the property at any time. A lower limit <br />may be imposed based on the number of employees able to provide services to the guests. The applicant shall <br />demonstrate how the employees of the business are able to provide services to all the guests at the event. All <br />events shall be conducted in such a way as to comply with conditions of approval placed on the event business <br />operation. <br />The applicant understands that the maximum occupancy will not be exceeded within the dwelling at any time. <br />They propose having no more than 3-5 full-time employees, including themselves, to manage up to the maximum <br />number of approved guests at any event. The roles of the employees will be clearly defined to ensure efficient <br />operation. The applicant will act as the primary event coordinator, overseeing the event timeline, managing the <br />schedule, and addressing any issues that may arise. The family member and other employee(s) will assist with <br />guest coordination, greeting attendees, providing directions and traffic control, and ensuring that guests have a <br />smooth and enjoyable experience. All setup and cleanup will take place the day before and after the event to <br />ensure employees can focus entirely on the event logistics during its allotted time. No outside help will be brought <br />in at any time, and the applicant complies with the maximum number of 5 employees. These employees will be <br />able to efficiently manage the event and provide adequate service for the maximum number of guests while <br />complying with the employee requirements. This criterion is met. <br />I. Structures: The event business shall be operated substantially in the dwelling, or other buildings normally <br />associated with uses permitted in the zone in which the property is located.
