This decision is effectiv~ <br />~ unless further consideration is requested. <br /> <br />FINDINGS AND CONCLUSIONS: The findings and conclusions on which <br />the Director based his decision are noted below. <br /> <br />The property is designated Primary Agriculture in the Marion <br />County Comprehensive Plan and is zoned EFU (EXCLUSIVE FARM <br />USE). Agricultural uses are permitted in this ~one. <br />However, additional farm dwellings must be shown to be <br />necessary for the management of a commercial farm operation. <br /> <br />The property is located on the west side of West Stayton <br />Road approximately 300 feet south of its intersection with <br />Porter Road. The subject 7 acre parcel contains a dwelling, <br />mobile home (stored), and several farm accessory structures. <br /> <br />Surrounding uses consist of small farm and acreage homesites <br />to the north and south, while to the east and west <br />commercial farm parcels dominate. Ail surrounding lands are <br />zoned EFU. <br /> <br />The Soil Conservation Service has identified Class III and <br />%V soils on the property. <br /> <br />The applicant proposes to place a second dwelling (mobile <br />home) on the property to assist in his farm operation. <br /> <br />The Marion County Department of Public Works stated no <br />additional acgess to WeSt Stayton Road will be allowed. <br /> <br />In order to approve an additional farm related dwelling in <br />an EFU zone, it must be demonstrated that 1) the property <br />is in farm use and constitutes a commercial farm enterprise; <br />2) the farm operation requires that the occupants of the <br />proposed dwelling reside on the farm; and 3) all dwellings <br />will be occupied by residents who will perform a significant <br />amount of farm work throughout the year. <br /> <br />The applicant's farm operation consists of the subject 7 <br />acre parcel of which 4-5 acres are in pasture. Rented lands <br />total 400 acres which are devoted to pasture, hay, and <br />grain. The applicant also raises 70 to 100 cattle as part <br />of his operation. During the months of May, June, and July <br />the applicant states he hire~ extra farm help to run his <br />farm. The proposed mobile home will be occupied by the <br />applicant's son who will provide the year~round farm help. <br /> <br /> <br />
