environment, and provided needed upgrades to an existing transportation facility. In addition, <br /> the proposed alternative meets the requirements in Oregon Administrative Rule 660-0012 by <br /> developing a plan that considers different alternatives in order to meet the future capacity needs <br /> of the highway facility and considers the multi-model needs of users. The plan also contains the <br /> spacing criteria and access spacing standards necessary for an interchange plan to contain, as <br /> required by Oregon Administrative Rule 734-0051. <br /> MARION COUNTY RURAL TRANSPORTATION SYSTEM PLAN <br /> ODOT's consultant also reviewed the plan against the goals, objectives and policies contained in <br /> the Marion County RTSP. The consultant provided evidence that the proposed amendment is <br /> consistent with the county's RTSP because it provides an improved transportation system for and <br /> between all modes of transportation through the interchange. Existing conditions were evaluated <br /> and addressed during the alternative selection process, including traffic, land use, zoning, and <br /> natural resource aspects of the proposal, and were found to be in conformance with county policy <br /> to preserve prime farmland and provide natural resource protections, along with the feedback of <br /> the area stakeholders/property owners, residents, business owners, and agency representatives. <br /> In addition, access spacing has been improved by the proposed roadway realignments of Bents <br /> Road, Ehlen Road, and Dolores Way. Furthermore, in conjunction with the roadway <br /> realignments, there is increased capacity with the widening of Ehlen Road through the <br /> interchange to accommodate future growth and improve the mobility and safety of the <br /> interchange. <br /> CONCLUSION <br /> ODOT's findings support the county's adoption of the Aurora-Donald Interchange Area <br /> Management Plan, which supports the safe and efficient movement of passenger and freight <br /> traffic through the interchange, addresses access and mobility standards, and addresses the Goal <br /> 12 factors and the statutory provisions for an amendment to the Marion County Rural <br /> Transportation System Plan. <br /> DECISION <br /> The board concurs in ODOT's request and adopts the Aurora-Donald Interchange Area <br /> Management Plan into the Marion County Rural Transportation System Plan and adopts <br /> conforming amendments. <br />
