The preferred alternative requires new construction of the I-5 bridge over Ehlen Road and the <br /> realignment of I-5 travel lanes, as well as realignment of Ehlen Road, Bents Road and Dolores <br /> Way. ODOT also determined that construction of additional passing and travel lanes on Ehlen <br /> Road will be needed for the interchange to operate efficiently. Construction of additional travel <br /> lanes is listed as a conditional use. Realignment of Ehlen Road, Bents Road, or Dolores Way on <br /> EFU land in the vicinity of the interchange does not require a land use goal exception, but county <br /> conditional use approval will be needed before additional lanes on Ehlen Road can be <br /> constructed. ODOT identified that some EFU land will be needed for the proposed <br /> improvements of the interchange on Bents Road, Dolores Way, and Ehlen Road, however,the <br /> widening of roadways where the proposed improvements do not create any new parcels or <br /> remove or displace any buildings is consistent with Goal 3 and does not require a goal exception. <br /> Special access management requirements are established in the LAMP for the interchange area to <br /> improve safety and help ensure traffic mobility is maintained. The ODOT project team started <br /> with the key principle"move toward meeting the ODOT interchange access spacing standards." <br /> ODOT's access spacing standard for public roads is a minimum of 1,320 feet from the <br /> interchange ramps. While the spacing standards cannot be met for the new intersections at Bents <br /> Road and Dolores Way, the preferred alternative relocates the Bents Road and Dolores Way <br /> intersections approximately 800 feet from the interchange ramp intersections, an action that <br /> aligns with ODOT's key principal and moves towards meeting the access management spacing <br /> standard and improving current conditions. <br /> Within the LAMP, ODOT also establishes a mobility standard for the interchange that ensures <br /> capacity is preserved to serve the needs of future regional traffic. ODOT has recommended that <br /> alternative mobility targets be set for the interchange as a result of the preferred alternative <br /> providing more capacity at the interchange ramps than what is needed. Alternative mobility <br /> targets will help preserve the additional capacity for growth beyond the 20-year planning <br /> horizon. <br /> Due to funding, ODOT has proposed a two-stage phasing construction plan of the interchange. <br /> for which Phase 1 funding has been secured. Phase 1 will include: replacing the I-5 bridge over <br /> Ehlen Road, reconstructing the travel lanes on I-5 to match the bridge, widening, signalizing, and <br /> lengthening the freeway off ramps, widening Ehlen Road under the new bridge to provide a left <br /> turn lane for each direction, and realigning Bents Road to intersect with Ehlen Road at Bents <br /> Court. Phase 2 will complete the DDI including realignment of Ehlen Road and Dolores Way. <br /> The realignment of Ehlen Road will impact EFU land which is permitted as a conditional use in <br /> Marion County. Funding for Phase 2 has not been secured and it is unknown as to when it will <br /> occur. <br /> LAND USE GOALS AND ADMINISTRATIVE RULES <br /> ODOT's consultant reviewed the development of the IAMP and the preferred alternative against <br /> the applicable criteria found in Oregon's Statewide Land Use Goals and Oregon Administrative <br /> Rules. The consultant provided evidence that the proposed amendment is consistent with land <br /> use goals because the development of the plan involved the public and stakeholders, includes <br /> only uses permitted on agricultural lands, has relatively minor impacts on the natural <br />
