Exhibit A <br /> Facts and Findings <br /> This matter comes before the Marion County Board of Commissioners at the request of the <br /> Oregon Department of Transportation(ODOT) for concurrence in and adoption of an <br /> amendment into the Marion County Rural Transportation System Plan(RTSP). ODOT is in the <br /> process of adopting the Aurora-Donald Interchange Area Management Plan(IAMP) and has <br /> requested for Marion County to adopt the interchange plan into the county transportation plan. <br /> Because the RTSP is the Transportation element of the county's comprehensive plan, and <br /> Oregon Revised Statute 195.025(1) gives the county responsibility over coordinating all planning <br /> activities within the county, the county must consider whether to concur in ODOT's amendment. <br /> The Marion County Board of Commissioners adopted the Marion County RTSP as the <br /> Transportation Element of the Marion County Comprehensive Plan on February 8, 2006 <br /> (Ordinance No. 1220). Marion County may consider the adoption of the Aurora-Donald IAMP <br /> if determined that it conforms with applicable Oregon administrative rules and county <br /> transportation plan goals and policies. <br /> On August 26th, 2020, the Marion County Board of Commissioners approved Order 20-084 <br /> initiating the consideration of adopting the Aurora-Donald IAMP into the Marion County RTSP, <br /> removing the Aurora-Donald(Fargo) Interchange Area sub-area plan from Chapter 12, and <br /> scheduling a hearing for September 30, 2020. <br /> Aurora-Donald Interchange Area Management Plan (I-5 Exit 278) <br /> To address existing issues at the Aurora-Donald Interchange (I-5 Exit 278) and to plan for <br /> growth in the region, ODOT began the planning process to create an Interchange Area <br /> Management Plan. An IAMP is a minimum 20 year transportation facility plan that establishes <br /> agreements between local government, stakeholders, and ODOT about what transportation <br /> projects, solutions, and land use policies and actions are needed in an interchange area to <br /> improve and maintain the safety and the operation of the facility. <br /> A Public Involvement and Communications Plan for the IAMP project was formally initiated in <br /> January 2019. A stakeholder group of interchange area businesses and property owners met <br /> periodically during 2019 to review the project's progress and direction, as well as to share <br /> comments, questions, and concerns about proposed improvements to the interchange and county <br /> roads. Open house style meetings were held to share project direction and to hear comments and <br /> concerns from the public about proposed improvements to the interchange and local roadways. <br /> ODOT and their consultant team considered several various designs for the Aurora Donald <br /> Interchange, initially beginning with 20 design concepts. Based on public and stakeholder <br /> feedback and further analysis study, the selections were narrowed down and ultimately the <br /> diverging diamond interchange design was selected as the preferred alternative. <br />
