Findings under RTSP Goal 7 summarize the impacts to land uses in the vicinity of the <br /> interchange, as evaluated in the TAMP. The input received as part of the public and <br /> stakeholder outreach process shaped how the local roadway improvement were <br /> ultimately designed, especially as related to access and impacts to the two truck stops <br /> west of the interchange and the RV Park. Land use and business impacts was one of many <br /> evaluation criteria that was used to narrow down the interchange design alternatives (see <br /> TAMP Chapter 4). Sound abatement is being considered to reduce freeway-generated <br /> noise at the RV park. This Policy has been met. <br /> Evaluating existing conditions (TAMP Chapter 2) included examining land use and zoning in <br /> the vicinity. <br /> Policy 4: Development proposals and changes in land use designations shall conform to <br /> any sub-area management plans created or adopted by Marion County. <br /> The information and analysis in the TAMP replace the Aurora/Donald (Fargo) Interchange <br /> Area Sub-Area Plan. No development proposals or changes in land use designations are <br /> proposed in the requested RTSP update. This Policy does not apply. <br /> Policy 8: The County shall review land use actions, development proposals, and large <br /> transportation projects in the region for impacts to the transportation system <br /> and facilities. If the impacts are deemed significant by the County and cannot <br /> be mitigated to the County's satisfaction, the action shall be denied or modified <br /> until the impacts are acceptable. The County shall also consider the impact <br /> these have to affected communities and urban areas. <br /> The TAMP Preferred Alternative documents needed improvements at the Aurora Donald <br /> interchange and can be considered a "large transportation project," pursuant to this <br /> Policy. The benefits of implementing the TAMP Preferred Alternative are documented in <br /> earlier findings, in particular those related to improved safety and mobility for businesses <br /> and residents in the immediate vicinity, as well as for the cities of Donald and Aurora and <br /> travelers through the region. Impacts to surrounding land use are minimal, as addressed <br /> in findings under RTSP Goal 7, Consider Land Use and Transportation Relationships. The <br /> requested RTSP amendment will update County policy to acknowledge support of the <br /> Preferred Alternative and the improvements needed to the County transportation <br /> system. This policy has been met. <br /> Policy 9: Access to developments must be from roadways with appropriate Functional <br /> Classifications and improved to appropriate standards. Table 10-3 shows the <br /> maximum trip generation for new or expanded developments based on the <br /> Functional Classification and character of the roadway from which it gains <br /> access: <br /> There is no development proposal associated with the requested update to the RTSP; this <br /> Policy does not apply. <br /> Policy 12: All new or modified accesses to an arterial shall be paved to a minimum width <br /> of 20 feet for a typical vehicle length (or longer if necessary)from the edge of <br /> I-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 27 <br />
