This Policy <br /> has been met. <br /> Policy 8: The County will encourage the continued use of underground pipelines and <br /> telecommunication lines that minimize the need for surface shipping and that <br /> are compatible with established land uses. <br /> Policy 9: The County encourages cooperation between energy and utility companies for <br /> the more efficient provision of energy and utilities. <br /> Policy 10: The County encourages (and often requires)joint use of trenches by different <br /> utilities where it would be safe and practical to do so. <br /> Several BPA towers are present within the project area; the towers and lines are part of <br /> the Big Eddy-Chemawa No. 1 line. No adverse impacts to the towers or transmission lines <br /> are anticipated as a result of implementing the Preferred Alternative. <br /> There are currently several underground utilities that will likely require relocation as part <br /> of Phase 1. Through the "value engineering" evaluation process, ODOT has identified the <br /> importance of prioritizing work to identify these utilities and coordinate with their <br /> respective owners to reduce the risk of delays in delivering the Phase 1 improvements. <br /> Consistent with the County's policies, ODOT will work with utility companies to relocate, <br /> and where possible and appropriate collocate, these facilities as part of roadway <br /> construction. <br /> These policies are met. <br /> 10.3.5 Development and Access Policies <br /> Policy 2: Transportation facilities should be developed and maintained in such a manner <br /> as to minimize negative impact to valuable soil, timber, water, scenic, or <br /> cultural resources. <br /> Natural resources were surveyed within the project study area and are explained in TAMP <br /> Section 2.4; inventories are detailed in Appendix E (Natural Resources Memorandum), <br /> Appendix F (Wetland and Waters Determination Memorandum), and Appendix J <br /> (Archaeologic Resources Memorandum). Findings under Statewide Planning Goals 5 <br /> explain that the Preferred Alternative is not anticipated to have an impact on historic or <br /> cultural resources. Findings under Statewide Planning Goal 6 document that water quality <br /> is expected to improve with proposed storm water treatment. <br /> Impacts to land resources, in particular EFU land, were evaluated as part of the TAMP <br /> existing conditions analysis (TAMP Chapter 2) and were a consideration during the <br /> alternative evaluation process (TAMP Chapter 4). <br /> This Policy is met. <br /> Policy 3: The County will consider and strive to minimize the negative impacts to <br /> surrounding land uses and communities in selection and implementation of <br /> transportation projects. <br /> 1-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 26 <br />
