the roadway to control drainage and prevent rock and other debris from <br /> accumulating on the Arterial. <br /> Ehlen Road is classified as a County Principal Arterial west of 1-5 and an Arterial east of 1-5. <br /> Implementation of the TAMP Access Management Plan (Section 5.5) will result in <br /> restricted access along Ehlen Road, between the relocated intersections of Bents Road <br /> and Dolores Way. This area along Ehlen Road between the relocated Bents Road and <br /> Dolores Way intersections is defined as the operational area of the interchange and no <br /> new access will be permitted. This Policy does not apply. <br /> Policy 21: No new local access roads (as defined in ORS 368.001)shall be created in <br /> Marion County. <br /> The local roadway improvements in the TAMP Preferred Alternative do not create any <br /> new local access roads. This Policy is met. <br /> 10.3.6 Right Of Way Policies <br /> Policy 1: To the extent possible, the County will utilize existing facilities and rights-of- <br /> way as the foundation for those intro- and inter-county facilities needed to <br /> accommodate anticipated growth and facilitate movement. <br /> Policy 2: New transportation facilities of all types should use existing rights-of-way to <br /> the extent possible to minimize disruption to existing land use. <br /> The TAMP Preferred Alternative does not create any new roadways. The proposed <br /> roadway realignments (Bents Road, Dolores Way) are necessary to improve access <br /> spacing standards at the interchange; the Ehlen Road widening is necessary to <br /> accommodate growth and facilitate multi-modal traffic movement. The alternatives <br /> evaluation that led to the selection of the Preferred Alternative considered land use <br /> impacts.
