Objective 8.1: Improve coordination with all affected jurisdictions to meet future <br /> transportation needs. <br /> Objective 8.2: Facilitate development of coordinated transportation design standards. <br /> Public outreach efforts undertaken in the development of the TAMP focused on keeping <br /> Marion County Board of Commissioners, as well as the local elected officials representing <br /> the cities of Donald and Aurora, updated on the review of interchange concepts and <br /> alternatives and the process for selection of a preferred alternative, design refinements of <br /> the full interchange, and definition of Phase 1. County staff has been consulted and has <br /> provided information and valuable input into the development of the Preferred <br /> Alternative. <br /> These Goal 8 objectives have been met. <br /> Objective 8.3:Emphasize facilitation, rather than restriction/regulation, of business. <br /> The implementation of the Preferred Alternative will benefit the traveling public by <br /> improving safety and relieving congestion within the interchange, as well as by reducing <br /> or eliminating back-ups from off-ramps onto the freeway, thereby improving safety and <br /> operations for through-travelers on 1-5. Improvements to the interchange and the County <br /> roadway system will facilitate safe access to businesses at the interchange.The proposed <br /> signalized intersection of Ehlen Road at the relocated Bents Road, which will provide <br /> access to the two travel centers on the west side of the interchange, and the relocated <br /> Dolores Way, which will provide access to businesses east of the interchange, will result in <br /> slightly longer travel distance between the interchange and existing business access. <br /> These increased travel distances are modest and should not restrict business activity at <br /> the interchange.This Objective has been met. <br /> Objective 8.4: Ensure cost-effective investment in transportation. Improvements should <br /> be fiscally responsible, economically efficient and realistic. <br /> The TAMP conceives of a phased approach to realizing the DDI Preferred Alternative, one <br /> that makes the most of Keep Oregon Moving Act funding and addresses immediate safety <br /> needs at the interchange in Phase 1 of the project. The "value engineering" process that <br /> evaluated modifications and additional potential improvements to the Preferred <br /> Alternative (see TAMP Section 5.2.1) ensures that the proposed Preferred Alternative is <br /> cost-effective and realistic. This Objective has been met. <br /> Objective 8.5: Comply with applicable Transportation Planning Rule requirements for rural <br /> transportation system planning. <br /> As documented in findings under Statewide Planning Goal 12, Transportation Planning <br /> Rule requirements have been met. <br /> Objective 8.6: Maintain an ongoing public involvement process. <br /> As detailed in the Public Stakeholder Involvement section of this memorandum, and in <br /> the findings under Statewide Planning Goal 1, the development of the TAMP and the <br /> 1-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 21 <br />
