Implementation of the Phase 1 improvements will <br /> necessitate ongoing coordination with County Public Works and the affected property <br /> and business owners. Phase 2 improvements will require County conditional use approval <br /> and a public hearing process, which will provide another opportunity for public <br /> involvement. This Objective has been met. <br /> Goal 9:Provide a Useful Plan Document <br /> Objective 9.1: Accurately reflect the existing and future transportation systems, issues, <br /> and needs of Marion County. <br /> The TAMP documents existing transportation conditions (Chapter 2) and projected future <br /> transportation needs, assessing safety issues and future transportation demand, capacity, <br /> deficiencies, and needs based on 2042 traffic volumes (Chapter 3). This Objective has <br /> been met. <br /> Objective 9.3: Provide clear planning direction. <br /> The IMAP provides up-to-date existing and future conditions information that effectively <br /> updates and replaces the content currently found in RTSP Chapter 12, in the <br /> Aurora/Donald (Fargo) Interchange Area Sub-Area Plan.To support future County land <br /> use and transportation decisions in the vicinity of the interchange, the TAMP includes the <br /> location of the County roadway improvements associated with the DDI (Figure 5-8) and <br /> access management on Ehlen Road between the relocated roadways of Bents Road and <br /> Dolores Way (TAMP Section 5.5, Figure 5-9. Preferred Alternative Access Management <br /> Plan). This Objective has been met. <br /> Objective 9.5: Extend usable life of existing facilities;provide a maintenance element. <br /> The TAMP Preferred Alternative reconfigures existing County roadways— Bents Road, <br /> Ehlen Road, and Dolores Way—to enhance efficiency and safety in moving traffic on and <br /> off of the I-5 mainline, as well facilitates east-west traffic movement under the highway. <br /> Associated access management on Ehlen Road improves mobility on this existing facility <br /> and enhances its performance (TAMP Section 5.5). This Objective has been met. <br /> CHAPTER 10: POLICIES <br /> 10.1.3 Access Management <br /> Policy 5: In some cases, the requirements of another jurisdiction (such as the Oregon <br /> Department of Transportation) with roadways adjacent to a county road may <br /> be more restrictive than these requirements. When this is the case, the more <br /> restrictive requirement will be applied. This situation can occur at locations such <br /> as freeway interchanges. <br /> Policy 6: In some situations longer distances between accesses may be required due to <br /> site-specific traffic concerns. In these cases Public Works will require longer <br /> spacing and/or set the appropriate location based on engineering analysis.
