Objective 7.3: Ensure an environmentally responsible/environmentally sound <br /> transportation system that minimizes adverse impacts on air and water. <br /> Objective 7.4: Ensure transportation-related activities comply with clean air and water <br /> requirements and fish and wildlife habitat management regulations. <br /> The TAMP documents that the project area is in attainment for all air quality requirements <br /> and that the project does not require an air quality analysis. <br /> As described in Statewide Planning Goal 6 findings, the Preferred Alternative <br /> improvements trigger stormwater management requirements due to the addition of new <br /> impervious surface, roadway reconstruction, and the alteration of drainage patterns. The <br /> project will provide stormwater treatment for 33.1 acres of impervious surface, none of <br /> which is currently treated. The project also proposes to construct a total of 6 detention <br /> ponds. These measures will ensure compliance with clean water requirements. <br /> The National Marine Fisheries Service also will be consulted to consider potential effects <br /> due to changes in base and peak stream flows caused by new impervious surface and <br /> potential impacts to water quality within the study area as well as in waters downstream <br /> of the study area discharges (including Senecal Creek, Mill Creek, and the Pudding River). <br /> There are no critical fish or wildlife habitats designated within the study area, and no <br /> Endangered Species Act-listed fish, animal, or plant species are present within the project <br /> area. The project would remove some riparian vegetation adjacent to a non-fish-bearing <br /> stream and mitigation for lost riparian vegetation would be required. <br /> These Objectives have been met. <br /> Objective 7.5: Protect established land uses including prime farmland,forestland, and <br /> other natural resources. <br /> The Preferred Alternative includes modifications to the interchange and local roadway <br /> system that are located on land zoned exclusive farm use (EFU). With full buildout of the <br /> interchange improvements (Phase 1 and 2), some EFU land will be needed for the <br /> proposed improvements to 1-5 and the interchange ramps, Bents Road, Ehlen Road, and <br /> Dolores Way. Findings under Statewide Planning Goal 3 explain how the proposed <br /> improvements are consistent with State and County objectives to preserve prime <br /> farmland; natural resources protection objectives are addressed above, in earlier County <br /> Goal 7 objective findings. <br /> Goal 8: Address Transportation Policy Issues and Intergovernmental Coordination <br /> Background information and conclusions in the Aurora/Donald (Fargo) Interchange Area <br /> Sub-Area Plan is largely out of date, supplanted by the analysis and recommendations in <br /> the TAMP. The requested action to update the RTSP to include the proposed local <br /> roadway improvements and access management necessary to ensure safe and efficient <br /> operations at the interchange will update County policy with regards to the <br /> transportation system in the area. <br /> 1-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 20 <br />
